Or, when (the Blessed One), in order to accept those with desire, dwelt in the palace of Dharma-arising (chos 'byung), symbolized by the shape and sound of a nun's secret place, he heard it together with the retinue mentioned below. Then, for what necessity is it that at the beginning of all the Victorious One's teachings, only "E-VAM MA-YA" is taught? If someone asks, can the meaning of this "thus said" also be expressed by "idam" and "etad"? Then, Lord Naropa explains: The Tathagatas express the letter "E-VAM" by means of symbols that clearly reveal the means and wisdom. This perfectly reveals the five perfect foundations of all Sutras and Tantras, namely: Thus said, by summarizing all the Tantras, the perfection of Dharma is achieved; I, by mainly mentioning Vajragarbha, implies other retinues, such as Maitreya and other eighty kotis of Bodhisattvas; and through Akshobhya and others, gathering yoginis equal to the number of Mount Sumeru's dust particles, the perfection of the retinue is achieved; at one time of hearing, the perfection of time is achieved; the Blessed One, by "the essence of the body, speech, and mind of all the Tathagatas," indicates the perfection of the teacher, namely, the Essence-Joyful Vajra Sixteen-Handed; dwelling in the secret place of the Vajra Woman indicates the perfection of the place. Thirdly, for those of lower faculties, the meaning of the Tantra is explained sequentially. In Naropa's commentary, it says: From the brief indication, how does it arise? Through detailed explanation, it makes it clear. Again, the detailed explanation reveals the hidden meaning. There are three ways of explaining the Tantra. Those who desire the Vajrayana should understand it. As it is said, the first chapter briefly indicates the three: cause, path, and result. The first examination from the second chapter onwards explains them in detail. The later examination supplements and explains them very thoroughly, which is the third way. In the first one, there are also three parts: initiating the discussion through the questions and answers of the four Bodhisattvas; briefly indicating the method of attainment, namely, the order of the path; and the name of the chapter. The first part has two parts: urging to listen to the secret essence of all the Tathagatas, the four bodies; and explaining in detail through the questions and answers of the four Bodhisattvas. The first part is: the essence of the body, speech, and mind of all the Tathagatas, the venerable secret.

Even more extremely secret than that. Then, the Bhagavan spoke, saying: Emaho! Great Bodhisattva, Vajra Heart Great Compassion, excellent! Vajrasattva and, Great Bodhisattva and, Great Samaya Bodhisattva Essence, named Hevajra, listen! Thus he spoke. This has four. First, according to the meaning of the words or letters, to the extent that one should go, having gone to that very place, having attained the unsurpassed state, having abandoned the two obscurations together with their imprints. Or, the sound of going refers to realization, having comprehended the nature of reality as it is, and all knowable things as they are, therefore it is called Tathagata, that is, the Buddhas such as Vairochana. All is without exception. Their body is the three bodies and so on. Speech enters through the sixty branches and so on. Mind is the wisdom that knows as it is and as it is. The essence of these is that which has become the nature of all of them. Lord is derived from the word Bhattāraka (梵文天城体: भट्टारक,梵文罗马拟音: bhaṭṭāraka,汉语字面意思:统治者), meaning to liberate believers from samsara. Secret is not the object of worldly beings and shravakas. Very secret is not taught in the Paramita Vehicle. Extremely secret is hidden even in the lower tantras, meaning to teach that secret. Second, explaining in accordance with the general meaning and the Paramitas. Having gone into the realm of suchness, the Victorious One inseparable from the Dharmakaya, the three secrets of all of them, as stated in the Inconceivable Secret Sutra, like the extent of space, the body of the Tathagata pervades, and shows in accordance with the appearance of the disciples to be tamed, both pure and impure, is the secret of the body of the Tathagata. With infinite languages that match the thoughts of the disciples to be tamed, teaching all eighty-four thousand Dharma doors without exception, is the secret of speech. With the ten powers and four fearlessnesses and the eighteen unshared qualities of the Buddha and so on, the qualities gathered by abandonment and attainment, surpassing the object of shravakas and pratyekabuddhas, is the secret of mind.
