If it is known that he is not a Bhikshu, then it does not arise. The Vinaya says: If someone seeking full ordination is ordained by a Khenpo who is acting deceitfully, should it be said that he has taken full ordination or not? The Buddha said: If it is known that my Khenpo is acting deceitfully, then it should be said that he has not taken full ordination. Some say that here, even without a Khenpo, precepts arise, which contradicts what was said earlier about some Bhikshus acting as Khenpos. The answer to this is: Some say that if there is a Khenpo at the time when the Khenpo performs his duties, then even if there is no Khenpo at the actual time of ordination, precepts arise, but this is unreasonable. Because if there is a Khenpo at the time when the Khenpo performs his duties, then there is a Khenpo. From this, it can be inferred that for arising, the manifest moment is without the absence of complete causes.

The Pramāṇavārttika states: "When the complete cause is present, what result can prevent it?" The Ṭīkā says that the manifestation of arising here should be understood not as the very moment of arising, because for it, nothing can hinder the arising. Therefore, measuring it with multiple moments is called the very moment of arising. If it is said that the simultaneous occurrence of the arising of vows and two genders is possible, because the power has preceded without obstruction, then there is no fault, because if there is a real cause for the simultaneous occurrence of two genders at that time, then the power of the arising of vows will be violated without obstruction. Second, the characteristics of what should be learned are two: the learning of abandonment and the learning of practice. The basis is oneself, with consciousness in a natural state, not transformed into another form, nor made invisible. The intention is that the cognition is not confused, and the motivation is the desire to abandon the precepts.
