The two lower sets of vows are not relinquished, because the cause for their relinquishment has not arisen. The fifth case is that if such a bhikshu, having abandoned the aspiration for bodhichitta, engages in the four defeats of individual liberation, then all three sets of vows are relinquished, because a defeat of the bhikshu vows has occurred, and because the aspiration for bodhichitta of the bodhisattva has been abandoned, and because the Sugata's command of mantra has been transgressed. In this case, there is no instance of relinquishing the bodhisattva vows without relinquishing the mantra vows, because the causes for relinquishing the bodhisattva vows are definitely two: engaging in a downfall of the bodhisattva vows with intense afflictions, and abandoning the aspiration for bodhichitta.
