Those (who hold the three vows) do not want their respective vows to remain as before, but rather want to transform into mantra vows. Therefore, if the lower vow is protected, even if there is a vow to protect it in the continuum, it is the upper vow, so there is no need to lower the boundaries of those vows, just like a commoner becoming a king. In this way, when a person encounters the two hundred and fifty precepts, they must generate renunciation, and must have Bodhicitta and mantra. For example, for a Bodhisattva on the tenth ground, if they kill (beings), they commit the first root downfall of the Pratimoksha vow, so they must abandon killing according to the rules of Pratimoksha, because Pratimoksha does not transform into mantra, so they cannot kill (beings) with their own essence. Therefore, for a Vajra Holder who possesses such three vows, will there not be a root downfall of mantra for not killing the beings of the tenth ground? In this way, a person must rely on the three vows of Pratimoksha, Bodhisattva, and Mantra, and simultaneously perform the three actions of killing, killing with compassion, and killing with skillful means. If this is not done, killing (beings) is permissible for mantra, but for Pratimoksha, it will result in a root downfall. Similarly, if a Bhikshu Vajra Holder is controlled by mantra and practices false actions of the four givings and takings (giving, not giving, doing, not doing), then from then on, he abandons the Pratimoksha vow and is no longer a three-vow holder, but a two-vow holder. If these vows exist separately, it is like a person suffering from hot and cold diseases only hoping for one medicine, or like fire and water appearing together, like rain falling. Or like those who only have Pratimoksha, Bodhisattva, or Mantra vows gathering together. Because the actions and non-actions of those (who hold different vows) are different. If one suppresses with power and there is no fault even if a root downfall is committed, then it is better not to practice the three vows together, but only to like the single mantra, because if one is done, the other will not fail, because the power is similar. If this is not the case, the Buddha said that the basis of a Bhikshu is the best. If in a person's continuum there is no mixing, no transformation, but each exists independently, then when alcohol etc. encounters any vow, if the upper vow is stronger, then protect the upper vow; if it does not encounter a vow, then what is protected? If the Pratimoksha vow is protected, then where is the basis for the separate existence of the Pratimoksha vow? If someone says that the Nyingma school also considers the Pratimoksha vow to be the essence of the mantra vow, then what is the problem with killing? We consider that to be the mantra vow, so we can use mantra as a reason. But you cannot, because you consider (the three vows) to be separate like three people. We rely on the three vows of Pratimoksha, Bodhisattva, and Mantra, using abandonment and transformation as the path, mainly relying on the difference of inner realization, hoping to follow the Arhats, Bodhisattvas, and Buddhas. If you establish the basis of the Pratimoksha vows, such as the two hundred and fifty vows, then that is not established in mantra, because it is Pratimoksha. If you admit it, then where are the vows of the five families of Buddhas? If you say that there is no difference in the motivation (kuns long) of the basis, then according to what we say, the self-nature of the vows is not established, but transforms like iron turning into gold, that is what we think. If it is not like this, then in the continuum of one person, there must be three views of Mahayana and Hinayana. If you say that there is no fault in killing, then we have long thought that inner realization is the most important, and the self-nature of the vows themselves is not established. Like the path of relying on essence as the basis, it is connected to one's own continuum by relying on vows, and there is no independent vow outside of inner realization. Therefore, view and conduct are related, conduct and time are related, and whenever there is no acceptance or rejection, one's own fruit manifests, and until enlightenment, one relies on this. Therefore, if there is no clear appearance of the deity and there is no necessity (to benefit sentient beings), then engaging in union is as sinful as Pratimoksha. If these are present, there is no fault, because the profound skillful means vows of mantra do not make these into faults in that situation. If everything must be protected by relying on the confidence of time and realization, then there is a contradiction between the common and uncommon vows of the five families of Buddhas, because these vows are not suppressed by the special confidence of realization, so there will be no contradiction. If it does not transform, then killing cannot be covered up by mantra, because there is no explanation of mantra in Pratimoksha. If it transforms, then it is okay, just like because it is small, one cannot abandon the big. This is because one must weigh the importance of each vow. In Pratimoksha, there is nothing more important than the four root vows, so it cannot be covered up, but if it is said that it is okay through obtaining the meaning, then if Pratimoksha exists as it was, there is no need to protect it, and there will be no root downfall, which contradicts the explanation of the scriptures. Therefore, even if a monk who has committed a root downfall later accumulates merit or commits a sin that is more powerful than this, a root downfall will not actually occur. For example, if the essence has not changed in any way from before, then how can its function etc. change? On the body of one person, Pratimoksha and mantra are extremely contradictory, what should be done? If one acts like the former, then it will transform, because it already belongs to the former. If there is no transformation, then what did the former do to it? If there are two existences on one basis, then think about what it would be like? For example, if one vows to live as long as one lives, then mantra garments like a white skirt cannot be worn in this life.
