以意圆满即是成办之义。彼亦不但从遮止之界限中返回,且从戒律起始之成办之方全部圆满成办。三者是:又,难道这些业之道,初地之菩萨亦不能十者全部圆满成办吗?彼亦能成办,然此善业之道如是十者全部,于二地者则更为殊胜,极为超胜地清净,如是初地者则非也。于此,初地时说布施尤为超胜,因其向上增上之故。布施之外其余九度中,从戒律起始之修持超胜之量,忍辱等则无有之故,故说戒律尤为超胜,然其余波罗蜜多并非无有。说十善业乃是从彼起始之戒律之遮止的象征,故当取一切戒律之遮止界限。如是清净之戒律者,如秋月能息热恼,且有白色之光芒朗然存在二者一般,恒常安住于戒律清净者,以根门紧闭之寂静,及朗然明亮之有身之光芒生起,彼等令其极为庄严。四者是:何故有些比丘从别解脱起始,戒律极为完全清净,然若彼不舍弃视诸法为自性成立之见,故因此理由,彼比丘则不成清净戒律,乃是破戒者伪装成具戒者。如《宝积经》云:光护,于此有些比丘具戒,以别解脱律仪所束缚而住,行仪与行处圆满,对于极微细之罪亦见为可怖,如理受持而于学处学习,且身语意之业完全清净而具足,生活亦完全清净,然彼说是具有我者。光护,彼乃是破戒者伪装成具戒者之第一者。光护,复有于此有些比丘具有修习之功德。

To perfect with intention means to accomplish. It not only turns back from the boundaries of prohibition, but also completely accomplishes all aspects of accomplishment starting from discipline. The third is: Furthermore, do bodhisattvas on the first ground not fully accomplish all ten paths of action? They do accomplish them, but these ten paths of virtuous action are even more excellent for those on the second ground, becoming extremely superior and pure. It is not the same for those on the first ground. Here, it is said that generosity is particularly superior on the first ground because it increases upwards. Among the other nine perfections besides generosity, there is no measure of superior practice starting from discipline, such as patience, so discipline is said to be particularly superior, but it is not that the other perfections are absent. Mentioning the ten virtues is a symbol of the prohibitions of discipline that start from them, so all boundaries of discipline should be taken. Such pure discipline is like the autumn moon that cools the heat and has a bright white light, constantly abiding in pure discipline, adorned by the peace of closed sense doors and the arising of the bright light of the embodied. The fourth is: Why is it that some monks, starting from individual liberation, have extremely pure discipline, but if they do not abandon the view that sees all phenomena as inherently existent, then for that reason, that monk does not become pure in discipline, but is a violator of discipline disguised as one who possesses discipline. As it says in the Ratnakuta Sutra: "Light Protector, here some monks possess discipline, abiding bound by the vows of individual liberation, complete with conduct and practice, seeing even the slightest faults as fearful, properly upholding and studying the grounds of learning, and being complete with completely pure actions of body, speech, and mind, and their livelihood is completely pure, but they say they have a self. Light Protector, that is the first violator of discipline disguised as one who possesses discipline." Light Protector, furthermore, here some monks have the qualities of cultivation.

Even if one perfectly upholds the twelve branches, it is still clinging to the view of self and what belongs to self. This is the fourth way in which the holder of light (འོད་སྲུངས།, *Ālokarakṣita*) disguises immoral conduct as moral conduct. Thus it is said. Speaking of "I" is clinging to a view. This is also shown by dwelling on the notion of "I" and "mine." Its meaning is not referring to the common worldly view, but rather to not abandoning the clinging to the self-established nature of "I" and "mine." It is good that the black "that" is translated as "this." If one does not abandon the view with characteristics, the precepts are not pure. The second part has five points: The fruit of generosity being enjoyed in the happy realms depends on moral conduct; the fruit of generosity being enjoyed in lifetime after lifetime depends on moral conduct; it is shown that if one is without moral conduct, it is very difficult to be liberated from the lower realms; the reason for speaking about moral conduct after speaking about generosity; praising moral conduct as the cause of both higher rebirth and definite goodness. The first point is: Thus, after proclaiming that the Bodhisattva's moral conduct is perfectly complete, after that, in general, even if other moral conduct is also perfect, it is shown that moral conduct is more excellent than generosity, etc., and is the basis of all perfect qualities, namely: The giver, by possessing moral conduct, gives alms, and among gods and humans, there will arise particularly excellent and complete enjoyments, because of the short-lived hells of falling into the lower realms, and being born as cows, horses, elephants, monkeys, and dragons, etc., and hungry ghosts with great magical powers, etc., various complete enjoyments arise, because beings have lost the foundation of moral conduct, that is, they arise from being separated from moral conduct.
