Because emptiness is explained as the meaning of dependent arising, although there is no self-nature, it can accomplish what needs to be accomplished and prevent what needs to be prevented. Therefore, it shows that in terms of no self-nature, the actions of valid cognition and object of valid cognition, negation and affirmation, are also reasonable. And it shows that for those who say there is self-nature, valid cognition and object of valid cognition are not reasonable, and so on. Although the Root Wisdom Treatise has shown that all actions are reasonable when there is no self-nature, if it is specifically pointed out that the actions of negation and affirmation are reasonable, it is to dispel the idea that in this case, establishing one's own position is not allowed. The Seventy Stanzas on Emptiness comes from the seventh chapter, which says: "Like a dream, like an illusion, like a city of gandharvas, thus is birth, thus is abiding, thus is said to be destruction." This is the answer to a debate and is the remainder of that treatise. This is because when the self-nature of birth, abiding, and destruction is negated, objections will arise that it is unreasonable to say these things in the scriptures. In the Seventy Stanzas on Emptiness, it says: "Abiding or birth and destruction, existence or non-existence, inferior or equal or different, the Buddha speaks by the power of worldly conventions, not by the power of truth." Here it says that all things such as birth and destruction are spoken by the Buddha by the power of worldly conventions, not by the power of being truly established, which is the answer to that objection. In that treatise, it is said many times to negate the self-nature of birth and so on, and finally it says: "All things by their own nature, are empty, therefore of all things, dependent arising is taught by the Thus-Gone One, unequaled, and thus closely shown. The ultimate truth is exhausted therein. The Buddha, the Blessed One, relies on worldly conventions, and truly establishes all diversities." Therefore, the ultimate truth of the nature of things is that dependent arising is empty of self-nature, and that is all. Therefore, it is said that all things such as birth are established by the power of conventions. As the Root Wisdom Treatise says: "The Buddhas teach the Dharma, relying on two truths." It also shows that emptiness of self-nature is the ultimate truth, and birth and so on are conventional truths. But if it is not said as before, it will not be understood that the meaning of the existence of conventional truth is only established by the imposition of names, and for those who do not empty self-nature, there are rational harms.
