It is the arising of non-volition. In this regard, the Treasury of Knowledge states: "Non-restraint is obtained through action or through commitment." Here, two ways of obtaining non-restraint are mentioned. The first is for those born into castes such as fishermen, due to having committed the act of killing. The latter is for those born into other castes, because they commit to saying, "We too will live by this." This is explained in the self-commentary. This is only the way to obtain non-volitional non-restraint, and not merely referring to non-volitional non-virtue. The non-manifestation of virtue is the non-manifestation in the form of abandonment, that is, abandoning killing, etc., from now on, starting from the time when the physical and verbal manifestations are complete. Later, even in situations such as intoxication, the non-manifestation of virtue will arise. This is only some of the ways in which restraint and the initial non-restraint arise, and not all non-manifestations of virtue. Form and the nature of action, although like manifestation, do not make other minds aware of it like manifestation, so it is non-manifestation. The second part is divided into two points: refuting the debate and the way to refute the debate. The first point is: Some people argue that if the many actions that are spoken of do not perish and exist until the time when that action produces its ripening result, then it will become permanent, because it is destroyed and separated before that, and because it does not perish before, it will not perish later, so it will become unconditioned, and the unconditioned will not produce ripening results. If the actions perish immediately after they arise, then how will they produce fruit? They will not produce fruit, because what has perished does not exist. O! From the continuity of the fruit, a vast collection of ultimate fruits will arise. If the seed did not exist beforehand, then the continuity of sprouts and so on would not arise either. Because from the seed arises the continuity of sprouts and so on, and from the continuity arises the ultimate fruit, and the seed exists before the fruit, therefore the continuity of the fruit is neither the annihilation of non-arising, nor the permanence of existing without decay between the arising of the fruit. The second case is: just as it is said about the seed, the pure mind corresponding to the virtuous mind will manifest the subsequent continuity of the mind. The continuity of the mind imbued with virtuous mind, when there is no lack of co-operative causes, will produce a satisfactory ripening fruit. If there is no previous moment of mind, then the subsequent continuity of mind will not arise either. Because from the previous moment of mind arises the subsequent continuity of mind, and from the continuity arises the ultimate satisfactory fruit, and the action of mind exists before the fruit, therefore, the continuity of mind is neither the continuity of karma that is annihilated without becoming the cause of the subsequent continuity, nor the permanence of existing without decay as the cause of the subsequent continuity, so even if it is admitted that karma is momentary, it will not become permanent or annihilated. Although this view is not clear in the commentaries and explanations of the Pramāṇavārttika of any sect, it is consistent with what is said in the ninth chapter of the Abhidharmakośa commentary, and it is the view of the Sautrāntika and Kashmir schools. Secondly, therefore, the various classifications of karma as mentioned above, such as "speech and action," etc., including the three karmas of body, the four karmas of speech, and "mind," etc., including the three karmas of mind, also explain these ten paths of white karma. These are also methods of practicing the Dharma, which are the causes of accomplishment. So, what are these ten paths of virtue the method of accomplishing? As mentioned earlier, the third mind is called "Dharma," or the nature of the ten virtues reaching the extreme is Dharma, and the nature of the action being performed is the object expressed by the language of the path of virtuous karma.
