It is called the "Wheel of Thoroughly Ascertaining the Ultimate Meaning," a name taken from the great commentary of China. According to the words of this sutra, it is called the wheel that distinguishes the third by separating it. The way this sutra establishes the provisional and definitive meanings is twofold: being good at distinguishing and not being good at distinguishing. The basis for establishing the provisional and definitive meanings is that, with regard to all phenomena, there are three situations: both saying that the self-nature established by its own characteristics exists, and saying that it does not exist, and being good at distinguishing between existence and non-existence. In the sutra, there are questions and answers about contradictions, and each phenomenon is classified into three self-natures. Considering these, it is asked how to explain the absence of self-nature. Based on these, it is asked about the provisional and definitive meanings of the three wheels spoken of at different times, which is very clear. Therefore, the first turning of the wheel, based on the Four Noble Truths, which speaks of having self-characteristics, etc., is shown to be of provisional meaning, but not all the scriptures spoken of at the first time. For example, the teachings given to the five disciples in Varanasi (Varanasi) at the first time, such as "The lower garment should be sewn in a circular shape," do not require the removal of doubts here. Similarly, the second also speaks of the absence of self-nature, etc., but although it is spoken of at the second time, there is no doubt like asking about contradictions in the sutra that is not based on the absence of self-nature, etc., so it is not necessary to indicate it as provisional meaning here. The third wheel is explained as definitive meaning, and as previously stated, it is those that are good at distinguishing, not all, which is also very clear in the sutra itself. For example, at the time of nirvana, the so-called "Compendium of the Vinaya," which is known as concordant, is spoken of, but this sutra does not indicate it as definitive meaning. If you wonder what this sutra wants to accomplish by distinguishing the provisional and definitive meanings of the Dharma wheel, it is to prevent clinging to the instructions that phenomena are not distinguished separately, but are clung to literally as being established or not established by their own characteristics, so that the imputed self- nature is not established, while the other two self-natures, the dependent nature, are established by their own characteristics, and in order to indicate to its disciples the ultimate truth of emptiness, which is the emptiness of the imputed, as the object of the path.
