Earth's (honorific). The Blessed One, starting from the very absence of inherent existence of all phenomena, from the absence of arising and ceasing, from being peaceful from the very beginning, and from being completely liberated by nature, for those who have correctly entered all vehicles, possessing excellent distinctions, turned the third wheel of Dharma, which is rare and marvelous. This wheel of Dharma turned by the Blessed One is unsurpassed, has room for interpretation, is not definitive in meaning, and is not a basis for contention. Thus it was said. The second part has two points: briefly explaining the meaning of the sutra verses, and briefly explaining the principle of provisional and definitive meanings. The first part is: among them, the place where the first wheel was turned is shown by the first sentence, and the object to be tamed is shown by the second. The nature of the wheel is shown by the words from "Noble" to "turned." "Showing the aspects of the four truths" means showing from what is being said. "Rare" etc. is its praise. "That also" etc. shows that it is not definitive. "Among them, unsurpassed" means that there is a more special teaching above this. "Having room for interpretation" means that there is a more special occasion than this, not showing emptiness but showing existence, so it is provisional in meaning. "With controversy" means that it can be refuted by others and has become a place for the Hinayana schools to argue. This is the explanation of the words. The meaning of the sutra is: the first is unsurpassed, that is, there is another definitive meaning above this. The second is: if one promises according to how it is shown, there will be faults of other opponents. In the Chinese commentary, it is also translated as "having opponents," which is the meaning. The third is: this meaning needs to be guided elsewhere. The fourth is: because it shows that things are like this, it is not clearly distinguished, so there is a dispute over the meaning. In the second wheel, "of all phenomena" to "starting" is from what is being said. "Vehicle" etc. is the object to be turned. Some commentaries explain that "in the manner of speaking of emptiness" means showing the absence of self of phenomena. In the Great Commentary of China, it also appears as "in an inconspicuous way," and its meaning is explained as hiding existence.

The translation is, that is good, meaning that the latter two wheels of Dharma both start from the absence of inherent existence, They are similar in terms of what they show, but different in how they show it. The middle wheel of Dharma is said to be "in an unclear way" because it does not distinguish between the presence and absence of inherent existence beforehand, while the last wheel of Dharma is said to be "well distinguished" because it distinguishes. The Vinaya Pitaka does not say "supreme" etc. like the previous two wheels of Dharma.
