The second is: How are all the limbs of Heruka's body places, etc.? The high realm, i.e., the wheel of the heart that operates in the sky, and the wheel of speech that operates on the ground, and the support of the wheel of the body that operates underground, and all twenty-four spokes of the support wheel are inseparable in essence from the limbs of the hero Heruka, so it is said that Heruka is the master of all that is stable and moving, and it is with that in mind. Pūrṇagiri, Mālayā, etc., and all the remaining twenty-three places that are indicated, exist as outer nature and inner nature, the latter residing in the inner body, and their definitive meaning is explained as the inseparability of bliss and emptiness. If one asks what kind of qualities these six, hands, etc., possess, the meaning of the word "all" applied to all six is: all parts of the body can do the work of the hand, that is all hands, and from this one can also understand the other five. "Covering all the worlds," Mañjuśrīmitra explains. Thus, the act of the hand taking is also in all the worlds, and from this one can also understand the rest. In other translations, "covering" is translated as "pervading."
