It often appears in the Vinaya that construction is allowed in these places. The term "allowed to build" refers to whether one builds it oneself or someone else does it. Even when building it oneself, the term "allowed to build" is used, so it should not be understood as only referring to seeking help from others. The Vinaya states, "Is it allowed to build a house for myself, which is ownerless?" and "Is it allowed to build a large monastery for the seven monks, which is owned?" This means that the place where the house is built is ownerless, while the large monastery is owned. Regarding the latter, the Ṭīkā says, "The business of the monastery, by the power of the four continents, is owned." But the subsidiary buildings are not, because even for ownerless land, it is for the purpose of buying land, etc. It is also the same for allowing it to be used as land for the Sangha." This explanation also applies to houses. Because it is not specifically designated "for one person," it is permissible to build it for oneself alone, or for another monk, or for a layperson. That's what the Ṭīkā says. In the Vibhaṅga, it says, "For oneself" means dedicated to oneself. Therefore, for one person and for a group, although both can be understood as the enjoyer and the owner, here it refers to the owner. Regarding places inhabited by tiny creatures, it is said that the emanated sinful beggar "Trema Buga" or "Trela Taka" resides there, which is just an example. The Ṭīkā says, "Ants and other tiny creatures are also included." If I look at the Vibhaṅga, the latter two seem to be the abode of Rakshasas or the abode of ants. To dwell therein. Not moved from the dwelling, not turned to other views and behaviors, having the same name, the Sangha not being complete, requesting three times, the land being well examined, the previous giving not being related to this, these are ten in total. With what kind of Sangha is the giving done? It is having the number of four monks, etc., these are three. Where is the giving done? It is in a pure place. With what kind of ritual is the giving done? There are three, among which, in terms of the preliminary, the preliminary of the individual is: completed during the assembly, respectfully prostrating to the elders, relying on behavior and requesting three times. The preliminary of the Sangha is that oneself or the appointed one examines and states it to the Sangha. The main part is requesting twice. The conclusion is the recitation of the conclusion. The cause of destroying the permission is: the foundation being moved to an impure place, or becoming non-land, etc. Regarding repairing old things: old things are examples, both new and old are repaired, there is no transgression in cleaning. Whether the cleaning of the repair as such is true needs to be examined. Regarding the remainder of the monastery: the common limbs have been spoken, now speaking of the special, it is for the benefit of the Sangha. The teacher specially permits, whether it is a monastic or a householder. In the "Differentiation" it says: for the sake of the Sangha, it refers to the Shravaka Sangha of the Thus Come One. As such, what is said is the authority of the four great continents, it is merely an example, there is no fault. This is from the commentary. In the "Differentiation" it says: a house and a monastery refer to the place that can accommodate the four behaviors, namely walking, standing, sitting, and lying down. As such, both are explained in the same way, and then a distinction is made on the latter, namely "great" refers to the two great, namely what should be given and in terms of quantity. From here, it is considered great because of what should be given, not in terms of quantity. As such, these two places, from the perspective of the foundation, cannot be distinguished, but being established as great is said to be established because of what should be given. That is also specially done for the benefit of the Sangha. In the inquiry, it is explained from the perspective of eliminating the need for a single purpose for the house, therefore, the difference between a house and a large house is established from the perspective of these two purposes, this is the faultless view of the sutra and the root commentary.
