If it is thought that the great root tantras are not in India, but flourish in places like the Continent of Flourishing and Shambhala, and that those root tantras were not found by those translators and pandits, then are they not Dharma? Among those that exist in India, such as the commentaries on the Kalachakra Tantra and the three sections of Mind Commentary, were not translated even slightly by Gayadhara, Drogmi, and Margos, so are they considered not Dharma? If those translators and pandits each did not find them and did not translate them, then are they not Dharma? The great translator Rinchen Zangpo found the commentary on the Guhyasamaja Tantra, 'Manifestation of Thatness,' composed by Acharya Kunsnying, as well as the commentary on the Purifying Tantra, rituals, etc., which also seem not to have been found in India, so are those commentaries also not Dharma? It is said that countless sutras and tantras were temporarily lost in the sacred land of India, and those translators and pandits did not see them either. Are those also considered not Dharma? Or, since it is said that most of the sutras and tantras that were certainly to be translated from India did not exist in India during the time of those translators and pandits, are those also considered not Dharma? Furthermore, apart from the Great Perfection (Dzogchen) which those translators and pandits did not find in India, were all the Buddha's teachings, including commentaries, that existed in India completely translated by each translator and pandit? Or were only parts or fragments translated? If only parts were translated and not all, then does it end with their not translating the Great Perfection? Apart from that, is it sufficient that the many translators and pandits who appeared earlier and later, such as Padmasambhava, Buddha Guhya, and Vimala, translated and established them? When Jowo Je (Atisha) came to Tibet and visited Samye Monastery, Atisha saw many Sanskrit scriptures in the treasury of Be-kar. There were many tantras that Atisha had not heard or seen. Atisha said: 'In the human realm, the Vinaya of the Lesser Vehicle is few. More than that are the Sutras of the Lesser Vehicle. More than those are the Sutras of the Great Vehicle. More than that are the Abhidharma of the Great Vehicle. More than all of those are the Kriya Tantras. More than all of those are the Yoga Tantras. More than all of those are the Father Tantras. More than all of those are the Mother Tantras. Not only in the human realm, but also in the abodes of the eight classes of gods and demons, there are inconceivable numbers, and this is also for the benefit of all beings, high and low.'

He spoke of many deeds done through the means of... and thought that in this secret mantra existing in the human realm, there was no one more skilled than him. Although the dakinis opened the door of the mandala from the sky and revealed many tantras, these were not present. He said that there seemed to be no end to this great secret mantra vehicle, and so his heart swelled with pride. Later, he praised the king of Tibet, saying that such a flourishing of the Dharma in Tibet had not occurred even in India. He felt frustrated because India had experienced many foreign wars. He said that many tantras that were not in India appeared here, and so most were invited and sent to India. Panchen Shakya Shri also said that he had four previously unheard-of instructions, one of which was the true single fire (Tibetan: ཡང་དག་མེ་གཅིག, yang dag me gcig), the single skull (Tibetan: ཐོད་གཅིག, thod gcig), and the instructions on tummo based on it, etc. Although these were old mantras, among the fifty-four male and female accomplished masters from India, four masters who had attained bodies like the sky heard all the Vajrakila empowerment lineages and oral instructions, as well as Dzogchen, etc., from Guru Padmasambhava. The saint came to Tibet three times in this lifetime. The first time, he came from Upper Ngari at the same time as Guru Padmasambhava, stayed for three days at the Golden Bird's Nest Cliff on Mount Kailash, passed through the northern route, and arrived at Samye Monastery. When the great teacher Padmasambhava bestowed the Vajrakila empowerment on King Trisong Detsen, the prince, and the queen, I served as the karma acharya. At that time, I was known as Kamalashila and refuted the views of the Heshang. At night, Guru Padmasambhava spoke of the unsurpassed heart essence Dzogchen to the king himself and Khenpo Heshang, etc., at the top of Samye Monastery. During the day, I taught many characteristic dharmas such as Madhyamaka luminosity and the three stages of the Bodhipathakrama.
