Not protecting the retinue, Ministers not skilled in strategies, How can one expect the kingdom to flourish? Unable even to protect one's own life. Unwise yet arrogant, The ruler greedy and with many commands, Disagreement like a catapult, Often causes one's own regime to decline. A mouse holding a key, A crow doing cleaning work, This is the omen of, A treasury meeting misfortune, who doesn't know? Therefore, all the king, ministers, and subjects, Like trees (523) and vines, Mutually dependent, with an impartial mind, Uprightly manage the affairs of one's own place. One may gather fruit trees, But do not follow the ways of charcoal makers. Even if taxes are not fully paid, Think well of the kindness of grain. Honey and bird's nests, The waxing moon and the king's wealth, Because accumulating a little will increase it, Therefore, abandon the demeanor of a dam. Among the ten non-virtues, wrong view is the worst, Because killing arises from it, Even if you don't consider external decline, Fear the shortness of life. Even if a peacock is afflicted by fever, It will not enter a muddy pond. A noble person, even if very poor, Is reluctant to take what is not given. Although there are many forms of misconduct, Destroying vows is, A place of great fault. Likewise, avoid burning the hearts of others. Even for householders, lying is forbidden, If deceiving other practitioners, And monks falling into residual sins, Then offering properly becomes very hypocritical. Likewise, slander and so on, The remaining three of mental intention, And the three of mind and intellect, Knowing their cause and effect is also wise. Killing poisonous snakes and other creatures, And elephants eating superior grass, Just as dryness and moisture are very different, Shame and embarrassment are the best of foods. Be sure to speak words without falsehood, The mouth that speaks is writing, Apart from that, even if eloquent, It is meaningless like a parrot. Showing silk to the blind, Hanging pearls (524) on the necks of livestock, Explaining the Dharma to those without faith, Are all causes of wasting time. Being confused about the meaning of words, Unable to distinguish between valid cognition and its opposite, Craftsmanship lacking measure, Medicine not understanding the digestive process, Inner knowledge confused about the scriptures, Even if it is learning, it is only an image. Very skilled at protecting one's own sect, The heretical barbarians'

Also among them. That person who is able to distribute desires is the upright one. Even if tormented by intense desire, he does not shed the garments of shame and embarrassment. That is called a gentleman, and there are many among wealthy youths. If he enters the battlefield, even if brave and fearless, he is sure to be kind and gentle to the people of the land. Having compassion for the inferior ones, that is called a hero. Not spreading unpleasant words about the holy ones, deeply longing for childhood friends, unable to lift his head in front of his wife, is a woman who is like a man. The power to accomplish both this life and the next is weak, not knowing the boundaries of benefit and harm, mainly aiming to fill the stomach, is truly a small person of water and forests. A teacher without qualities, a doctor without bodhicitta, and a counselor without common sense, these three are the source of more harm than benefit. A scholar who is arrogant, a great person who is puffed up with pride, and a rich person who is bound by stinginess, these three are the cool shade of a poisonous snake's hood. Begging may not be shameful, but saying 'I won't give' (525) is even more base than that. Saying 'I will give' is the word of a holy person, saying 'I don't want' is even more noble than that. Just protecting oneself, strive to accomplish only benefit. Have you seen how one gravedigger treats another? Relying on a bad lord, boarding a dilapidated ship, and drinking ocean water, these three are the cause of creating danger to life. A bad person reaching a high position, a powerful person without shame, and a pigeon entering a temple, these three, like sleep paralysis, cause much harm. Dewdrop water and grass fire, the shadow of a cloud and the shelter of reeds, the friendship of evil people, these five, are like deceiving you in times of need. Killing and harming for the sake of barley, stealing by means and committing adultery, lying for profit and other roots of non-virtue, if it is said to be in the hands of the Chinese, above that there are also bad lands, and not fearing even the threat of bandits, leading gambling monks, selling discipline as merchandise, is the work of demons. Barren land and unprofitable business, untamed horses and slaves of thieves, women who secretly do bad deeds, these five are the great drought that destroys families. A king who fabricates sins, a minister who secretly takes bribes, and one who oppresses the people like a Mongol, these three are the root of destruction.
