Not someone who is indifferent, difficult to please without praising good deeds, unworthy of narrating the conduct of ordinary beings. 30 Revering the law of karma, knowing shame, possessing compassion, enduring practice, being kind, capable, and daring to speak frankly, one is worthy of being regarded as a friend. 31 Acting arbitrarily at all times, whether it is the right time or not, and spending time gambling and betting, destroys both worldly and religious norms. 32 Even if it is unpleasant to hear, listen to the words of monks; even if it is not flattery, listen to the words of truth. If these words are worth keeping in mind, then avoid actions contrary to them. 33 Flattery that seeks personal gain and good wishes that do not lead to the Dharma path are not earrings worn by great ones; firm ear holes are the adornment of a ruler. 34 Just as a swan does not seek pleasure, the holy are easy to approach; just as waterfowl flee from the forest, do not approach the unholy. 35 Just as a mother loves her child, if you show kindness to your subjects, just as a child serves its mother, how could the subjects not show respect? 36 If one is not skilled in worldly treatises, the ability to govern the world will be confused; if one deviates from the treatises of the Dharma, even if wealthy, one will decline in the next life. 37 Influenced by evil friends, even a Brahmin child will hold a garland of fingers; guided by good friends, even Ashoka became a Dharma king. 38 Do not become arrogant because of wealth; seek only virtue. A king without virtue, even if brave, is a leader of yakshas. 39 Even if one knows that enjoyment is impermanent, one does little good; even if one does good, if it is accomplished with sin, it is like flavoring camphor with garlic. 40 Just as the leader of a herd goes in front, the other cows can follow without worry, if you follow the conduct of the holy, your subjects and territories will also follow. 41 Just as one protects oneself, one can naturally protect others; please uphold the great traditions of the ancient sages and repair what has declined. 42 Thus, from the lineage of Songtsen Gampo (reigned c. 617-650), in order to climb the ladder of liberation, the kings and ancestors upheld the Dharma. 43 However, the flaws in the laws and the confusing sins caused by the biases of ignorant fools, although they have existed since ancient times, can still be eliminated. 44
