或者,对于那些不聪明且天性愚昧的大臣和首领,要努力使用友好的方法。即使是傲慢的人,也贪恋财富。为了战争,可以放弃那些(财富);为了城市,也可以放弃乡村。这是第二个努力要做的事情。在《本生经》中也这样说过:为了家庭,可以放弃一个(人);为了生命,可以放弃家庭。为了国家,可以放弃城市;据说为了自己的利益而放弃。如果这样也不能平息,那就运用军队的威力和荣耀,尽可能多地争取盟友,展示令敌人恐惧的姿态。如果这三种努力都不能奏效,那么我也不喜欢战争,以免生灵涂炭。即使已经发生(战争),也要设法使其逆转。如果不战胜邪恶的一方,就无法保住性命,甚至教法也会衰落。要时常这样提醒自己。在战争的前线,根据勇士的能力分为上、中、下三等,首先要击败上等勇士,然后是后面的骑兵队伍(496)。为了让他们安全渡过难关,为了使他们的行为坚定,为了展示报恩的场所,君王应该跟随在后面。像这样精通权宜之计,要么击溃敌军,要么即使只是造成创伤,对国王来说,过失也会减少。同样,也要学习八种认知。对待自己的国家如同对待子女一样,以慈爱之心和谐相处。行为上要避免对国家发怒,立刻用食物和财富来奖赏,为了长久的利益和安乐,要遵守八支分和十善法,维护山林和河流的界限。赋税要合理征收,但如果庄稼遭受冰雹或季节性灾害而歉收,就要避免像榨油一样压榨百姓。即使要惩罚不驯服的人,也不要对其发怒,要像医生用手术或烧灼治疗疾病一样,认真思考消除过错的方法。掠夺百姓而来的享乐,不能作为伟大的装饰品。即使精通武器的使用方法,谁又会赞美猎人为英雄呢?世间之所以发生战争,责任在于怨恨和敌意。如果能够消除怨恨和愤怒,敌人也很容易变成朋友。属于五种亲近的人,不会因为有法律而发生通奸。镜子是面容的讲述者。

Or, for ministers and leaders who are not clever and are by nature foolish, one should diligently use friendly methods. Even the arrogant are greedy for wealth. For the sake of war, those (wealth) can be abandoned; for the sake of a city, even a village can be abandoned. This is the second thing to diligently do. In the Jataka tales, it is also said: For the sake of family, one (person) can be abandoned; for the sake of life, the family is abandoned. For the sake of a country, a city is abandoned; it is said to abandon for one's own benefit. If even this does not pacify, then exert the power and glory of the army, and gather as many allies as possible, displaying a posture that frightens the enemy. If these three efforts do not succeed, then I also do not like war, lest living beings be destroyed. Even if it has already happened (war), one should try to reverse it. If one does not conquer the side of evil, one cannot preserve life, and even the Dharma will decline. One should always remind oneself of this. On the front lines of war, according to the ability of the warriors, divided into superior, middling, and inferior, one must first defeat the superior warriors, and then the cavalry troops behind (496). In order for them to cross over safely, in order for their actions to be firm, and in order to show the place of repaying kindness, the king should follow behind. Being skilled in such expedient means, either crushing the enemy army, or even if only causing injuries, the king will have fewer faults. Likewise, one should also learn the eight cognitions. Treat one's country as one's own children, and look upon them with harmony and a loving heart. In conduct, avoid being angry with the country, and immediately reward them with food and wealth, and for the sake of long-term benefit and happiness, observe the eight branches and the ten virtuous laws, and maintain the boundaries of mountains and rivers. Taxes should be collected reasonably, but if crops are damaged by hail or seasonal disasters, one should avoid squeezing the people like squeezing oil. Even if one must punish the unruly, one should not be angry with them, but like a doctor treating a disease with surgery or cauterization, one should carefully consider the method of eliminating faults. Enjoyment obtained by plundering the people is not beautiful as a great ornament. Even if one is skilled in the use of weapons, who would praise a hunter as a hero? In the world, the blame for the occurrence of war lies in resentment and animosity. If one can eliminate resentment and anger, it is easy for enemies to become friends. Those who belong to the five close relatives will not commit adultery because of the law. The mirror is the teller of the face.

如是。 避免争端而作判决, 因为这是为了守护自己。 常常顾念亲友们。 以这与一切人和睦的缘起, 能使怨敌无隙可乘(497)。 当往生来世的时候, 国政受用不会跟随自己。 努力行持佛法这件事, 是所有苦行中最殊胜的。 对国王的教诲的开示到此是第一(品)。 贪执睡眠和昏沉的人, 不会获得善妙的积聚。 假设获得了, 懒惰的 过失的说法就成了虚妄。 无论谁安住于悭吝, 即使获得了圆满的受用, 据说死后也会空着双手, 去往恶趣的城市。 杀害其他众生的性命, 那就是杀害自己。 更何况说损害他人呢? 即使在今生也会短命。 喜欢饮酒的人, 无法守护种姓和功德。 显赫的地位和财富的光荣, 会与智者的呵责一同衰败。 如果因为懒惰而使诸事衰败, 又怎么会获得新的事物呢? 即使具有圆满的精进, 也会因为不谨慎而变得恶劣。 对于他人的财富和受用, 如果生起贪婪和嫉妒, 就会导致亲友逃离, 家庭破裂, 应当舍弃。 对于极其悭吝残暴的人, 即使是父母也会逃离, 更何况其他人呢? 调伏嗔怒,眷属众多。 吃得太多不是智者。 且不说食物的债务, 身体沉重,善行衰退, 不仅如此,还会攻击生命。 喜欢喧闹和饶舌的人, 是众多后悔的容器, 即使安住于佛法的道路, 也远离二谛(498)。 口是罪恶之门, 所以在众人之中应当谨慎发言。 恶语如洪水般倾泻, 被告诫会带来众多损害。 即使是确定的真话, 如果要说,智者也应当谨慎。 说真话会损害自己的方式, 就像暴君乐见的谈话故事一样。 不加以调伏的人喜欢猫, 对此,那人的家主和 自己的妻子也会变成仇敌, 因此今生来世会遭受众多痛苦。 因为想要富有而去偷盗, 贫穷的人用价值购买, 最终名声彻底败坏

Likewise. Judgments are made without bias or animosity, because it is for the sake of protecting oneself. Always look after friends and acquaintances. Through this connection of friendship with everyone, enemies will have no opportunity (497). When going to the next world, royal power and enjoyment will not follow. Diligently practicing the Dharma is the most excellent among all ascetic practices. The explanation of the advice to the king is the first (chapter). A person who craves sleep and drowsiness will not obtain a collection of goodness. If they do obtain it, the statement of the fault of laziness becomes false. Whoever dwells in stinginess, even if they obtain perfect enjoyment, it is said that after death they will go to the city of bad destinies with empty hands. Killing the lives of other beings is killing oneself. What need is there to mention harming others? Even in this life, one will have a short life. A person who enjoys drinking alcohol cannot protect their lineage and merits. The glory of a great position and wealth will decline along with the criticism of the wise. If things decline due to laziness, how will one obtain new things? Even if one has perfect diligence, it will become bad due to carelessness. If one develops greed and jealousy for the wealth and enjoyment of others, it will cause friends to flee and the family to break up; one should abandon it. Even parents will flee from an extremely stingy and cruel person; what need is there to mention other people? Subduing anger leads to many attendants. Eating too much is not wise. Let alone the debt of food, the body becomes heavy, virtuous deeds decline, and not only that, it also attacks life. A person who likes noise and chatter is a vessel of many regrets, and even if they abide in the path of Dharma, they are far from the two truths (498). The mouth is the gate of sin, so one should speak cautiously among many people. Evil words pour down like a flood, and it is advised that they bring many harms. Even if it is a certain truth, if one is to speak it, the wise should be cautious. The way that speaking the truth harms oneself is like the story of the tyrant who likes to hear things. A person who is not tamed likes cats, and because of this, that person's householder and their own wife become enemies, and therefore they experience many sufferings in this life and the next. Because one wants to be rich, one steals what is not given, and the poor buy with value, and in the end, one's reputation is completely ruined.
