说:国王的那些普遍的思维活动,以及特别的强力事业,即使不吩咐也能做到;完全具备英勇的功德;为了自己的利益而完全舍弃不合佛法的行为;不贪恋他人赠送的财物等,如法地处理国王的事务;摧毁他人伺机而动的任何举动;凭借威力和力量的光辉,无论做什么都极其合理;舍弃贪嗔痴三毒;不做国王的事,不依靠其他百姓而生存,共有八种。所有这些,都是国王凭借福德的力量自然而然产生的。如从虚空中显现的《广大嬉戏经》中所说。拥有功德的方式,如《念住经》中所说。以及,以妙音天子斯拉之名者,汇集了《现观庄严论》中所说的意义,并遵照其意而著述。有些人说:在此处列出这些理由有什么用呢?答:有必要和解释两种。只有必要而没有解释,不像龙王的顶髻宝珠。只有解释而无法用语言表达,不像哑巴的梦。有解释却没有成佛的必要,不像婆罗门的咒语。因为与圆满正等觉佛陀的教言相关,所以有解释,并且以拥有如此功德的方式来供养,不只是期望文字显现的利益,而是为了在积资田上产生特殊的喜悦,并且凭借其力量,有圆满双运(257)的必要。理由就是这样。就像一个不理解普贤供云意义的孩子念诵普贤供云一样。第三,陈设的方式有两种:共同的和不共同的意义。第一种是:拥有如此特殊的功德,即使在世间寻找也找不到的七宝王政,通过瑜伽士的禅定,以及依靠咒语和甚深手印的缘起,以清净无量的寂静与忿怒坛城来供养,作为同类因的果报,从而获得了转轮王的王政。

It is said that the king's general mental activities, and in particular, forceful actions, can be done even without being ordered; he is fully endowed with heroic virtues; he completely abandons actions that are not in accordance with Dharma for his own benefit; he does not covet wealth or other things offered by others, and properly manages the affairs of the kingdom; he destroys any actions of others who are looking for opportunities; he acts very reasonably in everything, relying on the glory of power and strength; he abandons the three poisons of afflictions; he does not engage in the affairs of a king, and does not live by relying on other people, these are the eight. All of these arise naturally from the power of the king's merit, as described in the Sutra of Extensive Play that arises from the sky. The manner of possessing virtues is as stated in the Sutra of Mindfulness. And, one named Jamgön Lhasé Sla-ra compiled the meaning stated in the Sutra of Manifestation, and wrote it in accordance with its intention. Some say: What is the use of listing these reasons here? Answer: There are two: necessity and explanation. Having necessity but no explanation is not like the jewel on the crown of the Naga King. Having only explanation but unable to express it in words is not like the dream of a mute person. Having explanation but no need to attain Buddhahood is not like the mantra of a Brahmin. Because it is related to the teachings of the perfectly enlightened Buddha, there is explanation, and by offering in the manner of possessing such virtues, one does not merely expect the benefit of the appearance of words, but in order to generate special joy in the field of accumulation, and through its power, there is a need to perfect the union of the two accumulations (257). That is the reason. It is like a child who does not understand the meaning of the Samantabhadra Cloud Offering reciting the Samantabhadra Cloud Offering. Third, there are two ways of arranging: common and uncommon meanings. The first is: possessing such special qualities, and the arrangement of the seven precious royal possessions that cannot be found even if searched for in the world, through the samadhi of a yogi, and relying on the interdependence of mantras and profound mudras, by offering to the pure and vast mandala of peaceful and wrathful deities, as a result of the cause being in accordance with the effect, one obtains the power over the kingdom of a Chakravartin.

is. The uncommon key points, the methods of expressing mudras, and recitations are explained in a threefold manner. Among these, there are seven parts. First, by offering the precious wheel, the habit of clinging to self and dualistic appearances, which are the cause of wandering in samsara, is cut off from its root. For one's own sake, the pure two-fold body is manifested. For the sake of others, the vast wheel of Dharma is turned, and one becomes the master capable of accomplishing the supreme benefit of beings. With this thought in mind, the palms are joined at the heart, and one recites: "To the victorious ones and their sons, I offer this precious wheel..." and so on. The mudra is: with the lotus circling, the wrists of the two hands are crossed like a spider's web, the fingers are intertwined with each other, and the two thumbs are bent into the palms. Recite: ཙཀྲ་རཏྣ་པཱུ་ཛི་ཨཱཧཱུྃ། (Tibetan, Sanskrit Devanagari, Sanskrit Romanization, Chakra Ratna Puja Ah Hum) (藏文,梵文天城体,梵文罗马拟音,轮宝供养啊吽)Shake the crossed handbells twice. Some people make this mudra with the threatening fingers crossed at the back, with the tips of the four fingers bent. I wonder if it is the hooking mudra when holding the vajra bell (page 258). Second, by offering the precious jewel, the lack of precious objects and enjoyment in the relative sense, and the power of wisdom to distinguish between right and wrong in the ultimate sense, are eliminated. Thus, one becomes rich, possessing the seven noble riches and other wealth, and possessing the five perfections: place, time, teacher, Dharma, and retinue. Through these aspects, the great benefit of the teachings and beings is accomplished. With this thought in mind, recite the seventh line: "To the victorious ones and their sons, I offer this precious jewel..." and so on, as before. The thumb and index finger, initially, are the riches of discipline, generosity, learning, shame, modesty, and wisdom, which are the seven noble riches. The tips of the fingers are touching, and the gap in the middle is like the eye of a yak. The two middle fingers also touch at the tips, and the remaining four fingers are naturally straightened upwards. Recite: Mani Ratna, etc., as before. Third, by offering the precious queen, the ignorance of being confused about skillful means, like in the lower vehicles, is cut off. Thus, one realizes the pure wisdom of profound emptiness. The aspect of skillful means appearing is not abandoned in any way, nor is it changed in any way, but one is able to freely master the suchness of wisdom and knowledge. Appearances and mind are non-dual and pure. Outwardly, the skillful means of the relative are combined with wisdom, so that the four joys arise in the order of arising and
