ང་བ་,是人所发起之异名。欲,是现欲,说是现思。杀生,是杀生所发起,应合于一切大罪为何。和之语声,亦是一切之总摄,应合于明白为我说。此中之义是,以何因缘,一切堕罪之显示,及如是之总摄,分别安立。语所发起之堕罪大罪为何?如是身所发起之中,大罪为何?离间所发起,及人所发起,及僧伽所发起,及杀生,及不与取,及非梵行,及妄语所发起之堕罪,生起无量痛苦者为何?彼次第分明真实如何,请说,此是其义。于此决定者是,显示是非律仪。总摄亦是非律仪。语所发起者,是对如来作不悦意语。身所发起者,是恶心出佛身血。离间所发起者,是僧伽之分裂。僧伽所发起者,即是僧伽之分裂。人所发起者,是不真实之诽谤。杀生所发起者,是杀独觉佛。不与取所发起者,是夺僧伽集会之门。非梵行所发起者,是以非梵行玷污阿罗汉尼。妄语所发起者,是说离间语。如是此处经义次第如是,诸比丘,以一因缘,一切堕罪是显示,即此非律仪故。此中之义是,所谓非律仪,是不退转之意乐,于不退转意乐者,虽有忏悔等之修持,然亦有堕罪。

ང་བ་, is a synonym for that which is initiated by a person. Desire means manifest desire, which is said to be manifest thought. Killing means initiated by killing, which should be combined with what is the greatest of all sins. The sound of 'and' is also a collection of everything, and should be combined with 'speak clearly to me.' The meaning here is, by what cause is the teaching of all transgressions and the collection thereof distinctly established? What is the great transgression of the transgression initiated by speech? Likewise, among those initiated by the body, what is the great transgression? What is the transgression initiated by slander, and initiated by a person, and initiated by the Sangha, and killing, and taking what is not given, and unchaste conduct, and lying, which causes immeasurable suffering? Please speak of that order clearly and truthfully as it is. This is the meaning. The determination here is this: the teaching is non-discipline. The collection is also non-discipline. That which is initiated by speech is speaking unpleasantly to the Tathagata. That which is initiated by the body is drawing blood from the Buddha's body with malicious intent. That which is initiated by slander is the schism of the Sangha. That which is initiated by the Sangha is the schism of the Sangha itself. That which is initiated by a person is falsely accusing. That which is initiated by killing is killing a Pratyekabuddha. That which is initiated by taking what is not given is stealing the gate of the Sangha's assembly. That which is initiated by unchaste conduct is defiling an Arhat nun with unchaste conduct. That which is initiated by lying is speaking slander. Thus, here the meaning of the scripture is in order, O monks, by one cause, all transgressions are taught, namely, by non-discipline. The meaning here is this: what is called non-discipline is the intention of non-reversal; for one with the intention of non-reversal, even if there is practice such as confession, there is still transgression.

Among the downfalls arising from verbal actions, the most serious offense is uttering unpleasant words to the Tathāgata in an untrue manner. Among the downfalls arising from physical actions, the most serious offense is drawing blood from the Tathāgata with malicious intent. Among the downfalls arising from divisive speech, the most serious offense is attempting to divide the Tathāgata's Śrāvaka Saṃgha. Among the downfalls arising from the Saṃgha, the most serious offense is, namely, the division of the Saṃgha. Among the downfalls arising from an individual, the most serious offense is, namely, falsely accusing. Among the downfalls arising from taking life, the most serious offense is killing a Pratyekabuddha. Among the downfalls arising from taking what is not given, the most serious offense is stealing the entrance to the assembly of the Tathāgata's Śrāvaka Saṃgha. Among the downfalls arising from unchaste conduct, the most serious offense is defiling a non-Arhat. Among the downfalls arising from false speech, the most serious sin is considering human qualities as supreme and declaring oneself to possess qualities one does not have. Like this, in order to ask only one question in the order of questioning by way of summarizing, what is the use of saying much? etc. Saying "saying much" refers to the reason just mentioned, or not speaking about what belongs to the Vinaya. "What is the use" means that nothing is needed. In short, it means not elaborating, because if profound questions are made too profound, one will be in affliction for a long time, and you will be displeased with me.

The so-called "refuge" refers to taking refuge in the Three Jewels, here because of fearing the suffering of evil destinies, hells, and so on. The so-called "only from a monk" refers to the monastic vows of a monk. The so-called "clearly" means please speak to me clearly and plainly. The meaning here is that there are many other profound questions belonging to the Vinaya, and if I were to ask you those questions, I would be troubled for a long time. Therefore, wanting to help with a gesture of shaking hands for a moment, and therefore, at the time of properly receiving the monastic vows of a monk, there was no mention of taking refuge in the Three Jewels, because it is said "not" to those who have not taken refuge, so it was said to others, and one such question was asked, please speak to me truthfully. The conclusion on this is this: because it was said "fully ordained," it was said in that way with the thought that taking refuge had already been accomplished. Similarly, here the scripture is: Venerable Sangha, please allow me to be fully ordained. Venerable Sangha, please accept me, and so on. Similarly, the commentator says that because of the word "fully ordained," its meaning is accomplished from within, because it is the characteristic of turning away from all non-actions.
