Apart from the three places under the tree, it should be proclaimed. The so-called "eight fallen dharmas" refer to the four fallen sins corresponding to the bhikkhu's father, and the four fallen sins such as touch, totaling eight. The so-called "proclamation of heavy dharmas" refers to: from a fully ordained bhikkhu, receiving teachings every half month, acting according to the Dharma even in places where there are no bhikkhus, not discussing fallen bhikkhus, and prostrating to new, non-angry people, pleasing both sanghas, these are heavy dharmas. These eight dharmas should also be proclaimed. So, under what circumstances should it be proclaimed? It is between falling into sin and practicing virtue. That is to say, it should be proclaimed between the eight fallen dharmas and the four dharmas of practicing virtue. The so-called "six matters" refers to proclaiming with the six matters that appear from the sutras. The word "also" in "these have no birth dharma" refers to explaining that these six sutras that appear below have no birth dharma. Such dharmas should be expelled, and it should also be known incidentally. What are those that correspond to matters and have no birth dharma? The so-called "two roots" and so on, refer to people who have both male and female sexual organs. The so-called "choosing a root" refers to choosing a sexual organ like castration. The so-called "leaking from the hole" refers to constantly leaking blood and so on. The so-called "no blood" refers to no uterine blood. The so-called "merely a sexual organ" refers to, the sexual organ merely becoming a sexual organ, what does this refer to? The so-called "merely a sexual organ" refers to what was said above, which the sutra will explain below, referring to a sexual organ that only has water flowing out. The so-called "previously ordained" refers to people who were previously ordained and later disrobed. It belongs to the things that are ordained from trivial matters and so on. Now it explains the situation arising from asking whether one can keep the precepts and so on. The so-called "non-human realms and northern unpleasant sounds are not fields for keeping precepts" refers to explaining that for gods and yakshas and so on, and those who are inferior in nature with northern unpleasant sounds, they cannot keep the precepts. If asked, "Isn't it three times transformed?", if transformed three times, one becomes a eunuch, so one cannot keep the precepts. The previous two times have already been lost.
