Even a tribal chief who lacks discipline does not use it, so it should not be used. The statement "Do not stay without a place" is to show its distinction. When searching for a place to stay, even if one stays in a place that is not suitable, there is no fault, because if one is sincerely looking for a place to stay, one must settle down until it is found, which shows that there is no fault even if one stays without a place. How long is it permissible to do so? Up to five days, that is, it is permissible to stay without a place until five days have passed. Is it permissible to accept what is found during the five days of staying without a place? It is permissible to accept what is found, that is, it is permissible to accept what is found at that time. After explaining how to settle down for permanent residents, in order to explain the dwelling place of wanderers, the newcomer should stay for two or three days before accepting the dwelling place, that is, those who come from afar do not need to settle down immediately, but should stay for two or three days before accepting the dwelling place. "Not for one day" means that those who do not stay for a few days do not need to settle down. What should be done if one requests a place to stay? If the dwelling place is not convenient, ask others, that is, whether one is busy within the boundary or goes elsewhere, if one cannot ask, it is not a fault to ask others as long as it is not something to be done immediately. The statement "Without the permission of the dwelling place, one should not do anything" is to show its distinction, that is, it is not a fault even if one does not ask about things added by others because one has left for work, that is, things previously entrusted by the Sangha, after reporting to the dwelling place and leaving, such as adding "Do such things as well," it is not a fault even if one does not ask the dwelling place. Then, can one accept a dwelling place from anyone? It is not to be accepted from just anyone. Then from whom should one accept it? One should understand through questions such as discipline, knowledge, retinue, and help, and accept it like ordination, that is, the Bhikshu who is to become the dwelling place, whether he is disciplined or not, whether he has heard much or not, whether the retinue is mature, whether there is help, etc., should be examined and experienced through questioning, etc., and if he possesses these, like receiving ordination, the words of the mantra should be repeated three times to accept it.
