是为有权力者。所谓“非所得之物不得充作食物”,以及“对未得之物也应布施食物”,是指对微薄的食物,未得之物不得充作役使之物。对未得之物,也应不吝惜地布施。又说“不应吝惜他人之所得”,因此,若非为了此事,而是去了其他寺庙,适逢斋食而食,则无罪。歉收之年,自己未带粮食亦无罪。比丘若过量取食,亦无罪,但并非为了特意乞讨食物,而是为了其他事情去了别处,适逢斋食而在其他寺庙食用,或饥荒之时定量乞讨食物。除了其他比丘腹泻而食用的情况外,不应贪图他人之所得。不应荒废寺庙。若施主未能完成修缮,僧众应尽力而为。所谓“亲自修缮”,是指寺庙破败时,不应弃之不顾,应劝请施主,或用僧众之财物,或亲自修缮。收取所得者应负责寺庙的清洁。所谓“以信心布施之物非寺庙所有”,是指施主以特别方式布施之物,不属于寺庙的财产。所谓“关闭门户从寺庙离开”以及“安排守护”以及“无则施予报酬”,是指离开时,应关闭寺庙的门户,安排守护,若无守护之食物,则应布施报酬。若盗贼控制局面,未确定情况之前,不得开门。若有人爬上屋顶,暗示说“你的田地没有被瘟疫侵袭吗?”,应以此方式询问并使其说话,这是方法。应知晓此人的住处、姓名、父亲等信息。在恐惧未消除之前,不得开门,即若夜晚有陌生比丘前来要求开门,应确定是否为盗贼所控制,在未确定情况之前,不得开门。应按照这些方法进行查验。

This is for those in power. It is said, "What is not obtained should not be used as food," and "Food should also be given to what is not obtained," which means that for meager food, what is not obtained should not be used for service. What is not obtained should also be given without hesitation. It is also said, "One should not be stingy with what others have obtained," therefore, if it is not for this matter, but one goes to another monastery and happens to eat a meal, there is no fault. In a year of poor harvest, it is also not a fault if one does not bring one's own food. If a monk takes more than the limit, there is also no fault, but it is not for the purpose of begging for food, but for other matters one goes elsewhere, happens to eat a meal in another monastery, or begs for food in a famine. Except for cases where other monks have diarrhea and eat, one should not covet what others have obtained. The monastery should not be neglected. If the patron is unable to complete the repairs, the Sangha should do what they can. "Repairing oneself" means that when a monastery is dilapidated, it should not be abandoned, but the patron should be urged, or the Sangha's property should be used, or one should repair it oneself. Those who receive the income should be responsible for cleaning the monastery. "What is given with faith is not owned by the monastery" means that what the patron gives in a special way does not belong to the monastery's property. "Closing the door and leaving the monastery" and "Arranging for guards" and "If there is none, give a reward" means that when leaving, the monastery's door should be closed, guards should be arranged, and if there is no food for the guards, a reward should be given. If thieves are in control, the door should not be opened until the situation is determined. If someone climbs on the roof and hints, "Has your field not been affected by the plague?", one should ask in this way and make him speak, this is the method. One should know this person's residence, name, father, and other information. The door should not be opened until the fear has been eliminated, that is, if a strange monk comes at night and asks to open the door, one should determine whether he is controlled by thieves, and the door should not be opened until the situation is determined. These methods should be used for investigation.
