A monk dwelling in solitude who pacifies disputes should also be permanently appointed by the Sangha. How should he be appointed? It is like "not fighting here," etc., that is, he should be appointed from among those who can reconcile in any way and do not fight. He should be ashamed and abide by the precepts, that is, he should be ashamed of all the precepts, and he should be appointed from among those who abide by the precepts. He should be very knowledgeable about the Vinaya and proficient in oral transmission and elders, that is, he should know the difference between the heavy and light of the Vinaya and the distinction between offenses and non-offenses, and he should be appointed from among those who are proficient in the rules of oral transmission. He should have discernment, that is, he can discern and eliminate faults, and others cannot add to them later. He should be stable, that is, able to endure. He should not act with anger, that is, he should not speak evil words out of anger. He should be calm, that is, not moved by desires, etc. Beginning and proclaiming, that is, disputes, beginning to answer and proclaiming again by stopping. He should be wise, that is, not ignorant, intelligent. If he cannot pacify himself, he should hand it over to the Sangha, that is, if those dwelling in solitude, etc., cannot pacify it, they should hand it over to the Sangha. If they cannot do it, they should appoint a mediator, that is, if the Sangha cannot reconcile it, they should especially appoint those impartial mediators. There should be no fewer than those standing in the Sangha, that is, the exhortations mentioned above should not be less than four people. If those mediators themselves cannot judge, they should ask others, that is, if the previous mediators cannot do it, they should ask another person. If they cannot do it and do not appoint the latter, they should hand it over to the source, that is, if the previous mediators cannot judge and do not appoint the later mediators, they should hand it over to the source from which they came. When they come again, the root Sangha should appoint someone to ask the reason for the dispute, that is, as mentioned above, when they come again, the root Sangha should appoint a monk to lead them to another place for reconciliation. He should hand it over to the Sangha that has merit and possesses the vows of individual liberation, that is, the leading monk should also hand it over to such a Sangha.
