If they also become members of the Sangha, that is to say, if the Dharma speakers become members of the Sangha, then initially it will be like the above. What should be done if they are not members of the Sangha? If others are not members of the Sangha, but they are, then who has priority? That is to say, if from the perspective of Dharma, they are not members of the Sangha, but from the side of non-Dharma, they are members of the Sangha, then who has the right to priority? If it is placed in front, it is the same, what should be done if both sides have priority? Both sides have it, that is to say, if both sides have priority, then both sides have the right to dispose of it. How should the method of distribution be done? Not the share of the Sangha, but the share of the individual, that is to say, not dividing the two parts of the Sangha into parts that make both sides happy, but distributing according to the number of individuals. The items belonging to the division of activities are the request and the "ka" of Manapa. The item divided by the wheel is to show that requesting or forcing to accept the precepts for the sake of introducing, and separating from the Dharma is splitting the Sangha, and so on. That is to say, if one is separated from the noble path and requests or forces to accept the precepts and introduces them, it shows that it is a split of the Sangha. To cause division is also, if one is not a member of the Sangha, or if the remainder within the boundary is not a member of the Sangha, then it will not change here, that is to say, if the one who causes the division is not a member of the Sangha, or if the remainder afterwards is not a member of the Sangha, then it will not constitute a division. Causing division is not division, that is to say, merely causing division itself cannot make up for the vacancy of the Sangha. Will it constitute an unforgivable crime merely through division? If Dharma and non-Dharma themselves initially exist, then it is an unforgivable crime, that is to say, if one knowingly introduces and divides Dharma and non-Dharma, then initially it will constitute an unforgivable crime. If dividing the perception of Dharma is also, that is to say, contrary to the remaining Nirvana, such as thinking that it is beneficial to the senses of the desire realm, or dividing with the perception of merit, it will also constitute an unforgivable crime. The so-called "four causes" and so on, refer to showing that there are four kinds of causes for disputes. What are the four? They are disagreement on the true meaning of things, and not giving up what should be abandoned, those with faults, and work mediation. That is to say, due to disagreement, the cause of the dispute is the meaning of things. It arises from disagreement on the true meaning of permanence and annihilation, etc., and the cause of arguing without giving reasons arises from posadha and discipline, from cutting off and preventing, and the cause of arguing about transgressions arises from the presence or absence of faults, and the cause of arguing about actions arises from the inability to mediate work, etc. These are all shown. The first characteristic is "pacified by proclamation," that is, disagreement on the true meaning of things, the dispute is about permanence and annihilation, etc., because what is disagreed upon must be uniquely focused on, so as to pacify and exhort by cutting off. The second characteristic is "arguing with this," that is, there are two kinds of abandonment, with cause and without cause. Among them, those with cause must be pacified by cutting off, and those without cause are pacified by giving mindfulness and non-confusion, and by arguing. The third characteristic is "by correcting and placing in the mind," that is, for those with faults, there are also two kinds, those that appear as faults and those that do not appear. Among them, those that appear as faults rely on remedies, are placed in them, and are exhorted by correcting, and those that do not appear as faults seek mindfulness and place it in the mind, thereby pacifying. The last is "by giving," that is, for work that cannot be mediated, the dispute is pacified by mediation. If the dispute itself is offered, it is decided by the impartial, that is, if the dispute between the two monks is not pacified, it is decided by the impartial. The monk is also, that is, the impartial is also a monk. What kind of monk is it? It is the upright, that is, it is decided by the upright. Who is upright? It is those, that is, the disputants are upright. How many are upright? More than one, that is, more than one impartial person is also possible. For one monk, how to become upright? Place those who abide in silence in uprightness, that is, let those monks who abide in silence become upright. Like this, the Sangha permanently appoints.
