"If the matter related to this is not pacified, also expel," means that if a Dharma practice that is to be carried out is disputed for various reasons, and one strives as before but cannot pacify it, they should also be expelled. "Abiding" means "to pacify with abiding," which means that if a dispute arises as before, one should not argue in any way. "Those who interfere with quarrels should also be expelled," which means that monks who quarrel should be punished with the punishment of expulsion in any case. "Those who engage in improper conduct with nuns should also be expelled," and "after expelling this person, nuns should not bow," means that those who engage in improper conduct with nuns, and those who are constantly expelled, and after expelling this person, nuns should not bow. Regarding the target of other punishments, because of that reason, thinking that even doing other things is permissible, means that regarding the target punished by punishment, and regarding the actions punished by punishment, there is no wrong action that cannot be done, and this is better. "Other things will not arise" means that even if one knows it is wrong, deliberately doing it is an action that cannot be done.
