Therefore, the things that have not been renounced include intimidation, scolding, expulsion, fines, giving training, and searching for their nature, etc. Even the affairs of banishment itself, such as the punishment of banishment, banishment on the rock, the affairs of Brahma, it is okay to hear. When one wants to receive full ordination, it is okay to make requests, etc., in order to inquire internally. This means that when one wants to receive full ordination, it is okay to hear the affairs of requests, etc., in order to inquire about the obstacles to the Dharma within the Sangha. For the vows of those who do not speak or act, if they have not become a personal experience, then the giving of these vows mentioned by name does not need to depend on that person himself, the power lies with the Sangha, so it does not need to be done in person. The temple mentioned here refers to a temple of one person where other Sanghas do not pass through.

The establishment of training rules. "Speaking" refers to measuring the training rules spoken by a bhikshu. "Not bowing" refers to the establishment of the rule that a bhikshu prohibits a bhikshuni and an uninvited person, like taming a bhikshuni, and the bhikshuni does not bow. "Not speaking" refers to the establishment of the rule that the Sangha does not speak to someone who does not explain when urged to do so. "Not cohabiting" refers to vowing not to engage in Dharma and worldly activities together. Among them, what the Blessed One said was the five training rules of overturning the bowl, not delighting in monasteries and homes, vowing to learn and be liberated, and expelling the appearance of a novice, for a total of ten. Why are only five mentioned here? Because it was established for those who have not yet received full ordination, and to avoid the doubt that it needs to be done publicly, it is not mentioned here. "Not requesting for that purpose" means that no matter what kind of work is started, such as a single request, etc., the Sangha must be informed first, and the words of the work should not be started before the request is made. The "not being incompatible" mentioned above refers to showing the object to which incompatibility should be directed, that is, for those who belong to that boundary and are also suitable for repentance, except for those who have not joined due to physical or faith obstacles, and those who do not understand the inside story and harbor resentment, the behavior is not flawed, and they also abide in their own nature. Not giving help just because it is different from other people's affairs and contradicts the Dharma is incompatibility. In other words, for those who belong to that boundary and are suitable for repentance, if they have not accepted the list of prohibitions or have not offered faith, they will become incompatible, and except for those who do not understand the inside story and harbor resentment, like these situations mentioned by name, just because of selfishness, or because it is contrary to the Dharma, the Sangha should not allow these affairs to be carried out, and if they do not give help, it shows that they will become incompatible. Among them, being contrary to the Dharma means that in this case, the person for whom the work is being done has already broken the precepts. Explaining the meaning of valuing his words is that in most cases, lying is because he does not value his words, as well as divisive speech, harsh words, and idle talk. If it is not like these situations mentioned by name, then he values his words. Explaining the meaning of abiding in one's own nature is that this is contrary to action.
