If asked, "Who should be admitted first?" The answer is, "The one who arrives first." This means that when acquiring something or appointing someone to a position, the one who arrives first should be given precedence. Even if it is acquiring something, it should be obtained by the one who arrives first; even if it is appointing someone to a position, the one who arrives first should be appointed first. There is also the saying that one's hair is shaved when one becomes a monk, so the rituals for shaving the hair, as well as the various issues that arise from trivial matters, should all be summarized and explained together. For example, monks in monasteries should not keep hair longer than two finger-widths, and so on. In villages, however, it is not necessary to be so strict. The phrase "up to..." refers to those who reside in villages or the four great monasteries. When shaving their hair, they do not even need to leave two finger-widths of hair. The phrase "should not be cut like cow hair" means that whether using a knife or scissors, one should not cut the hair like cow hair, leaving a small amount of residue. This indicates that one must shave it completely clean with a razor. If asked, "Is it absolutely forbidden to shave with tools other than a razor?" The answer is, "Unless it is around a wound." This means that if there is a wound on the head, in order to avoid infecting the wound, one can use scissors or other tools to shave the hair around the wound. Otherwise, if one shaves other parts of the hair, one might think that one can leave a small topknot. To dispel this idea, it is said that one should not leave a topknot. To dispel the idea that one can shave other body hair while shaving the head, it is said, "It is not the work of the armpit area's hair." This means that armpit hair and pubic hair, etc., are not allowed to be shaved. If a wound cannot heal, one should consult with an elder who knows before making a decision. This means that if a wound in the armpit area cannot heal without shaving the hair, then one should consult with an elder or someone who knows, and listen to their advice. If someone asks, "Are the hair on the thighs and buttocks also not allowed to be shaved, just like the hair in the armpit area?" The answer is, "If it is not for that reason, the hair on the legs is also not allowed." This means that if it is not for treating a wound, the hair on the thighs, buttocks, and shins is also not allowed to be shaved. Since it has been explained that one cannot shave the fine hair on the legs, in order to avoid the misunderstanding that one can shave the hair on other parts of the body, it is said, "It is not other parts of the body," meaning that all parts below the neck are the body. Although it is not explicitly stated whether one can pluck nose hairs, if a monk plucks only about half of his nose hairs and does not entrust them to an elder for safekeeping, then it is considered a transgression.

Thus, as the Bhagavan said, one should not pluck nose hairs. The Bhagavan said that if one plucks nose hairs, it will surely damage the veins or cause confusion. Now, the ritual for cutting nails is explained. Nails should be trimmed like the edge of a razor or the edge of an adze, meaning that cutting nails should not be done in other ways, such as placing them on a whetstone, but should be trimmed with the center thinned like the edge of a razor, or cut off like the edge of an adze. Do not polish the nails, meaning do not polish the nails for the sake of beauty, nor apply paint or the like. If one asks whether it is completely forbidden to polish nails, the answer is that polishing is allowed for the purpose of cleaning dirt. Now, the ritual for shaving hair is explained. For example, when wearing clothes, one should not shave hair and beard, etc. Clothes refer to those worn on the upper body. Therefore, one should prepare shaving tools. If there are no shaving tools, what should be done? The answer is that if there are none, use a duster, etc. Do not lay down, meaning do not shave hair on grass, leaves, or any kind of mat. One should not sweep the ground where the Sangha gathers, meaning that one should not shave hair in the place where the Sangha gathers and where things are displayed. If one encounters old age, illness, wind, sun, or rain, one can shave hair in the eaves, etc., meaning that if such situations arise, one can shave hair in the eaves, etc., where the Sangha gathers, and clean it up. Among these, sick and old people can shave hair at any time, while other situations should be combined with wind, etc. The place where hair is shaved should be cleaned, meaning that after shaving hair in the eaves, etc., the ground should be swept and cleaned by drawing mandalas, etc. If one asks where the shaved hair should be discarded, the answer is that it should be discarded in the broom. The same should be done with the cut nails, meaning that the cut nails should be treated in the same way as the hair shaving ritual. How should the hair shaving ritual for nuns be performed? If a nun who is not free from desire is born without being protected by other nuns, she should not shave her hair, meaning that a nun who is not free from desire should not shave her hair if she is born without the protection of other nuns. If there is desire, she should be protected and admonished in this way, meaning that the hair should be
