What is called "it is permissible to beg for the sake of the Three Jewels" means that for the sake of the Three Jewels, a monk may beg for utensils from others. What is called "it is also permissible to proclaim" should be combined with "it is also permissible," that is, giving alms, and letting the donors hear the names, which is called "proclamation," which is synonymous with dedication and prayer. If you ask whose merits should be proclaimed, the answer is, "Therefore, at the time of receiving," that is, at the time of receiving offerings. What is called "hanging a banner for the sake of seeing" means hanging a banner there for the sake of being seen by others. The banner mentioned here should be understood as a chariot with two banners, and it should be performed from above it. In order to avoid being touched by the harm of heat, wind, and rain, it is also possible to build a four-doored building, which should be combined with "to do," that is, in order to prevent the harm of heat, etc., from touching the proclaiming monk, a four-doored building should be built on that banner. What is called "hiding the banner after the festival" means that after the festival is over, the banner should be hidden. What is called "sewing up the acquired items with a container" means that whatever items are acquired during that festival should be sewn up by the monks with a container. If the offering is not jointly dedicated to both, the nuns cannot intervene in the offering made to the teacher, that is, for the offering not jointly dedicated to the Sangha of monks and the Sangha of nuns, the monks offer to the teacher, and also offer to the place of the teacher Shakyamuni Buddha and the Bodhisattvas. Therefore, the nuns cannot intervene in the items belonging to the Sangha that arise during the offering.

Therefore, this is the freedom of merit. Similarly, when nuns and others perform actions, whatever benefits arise from offerings made to the nuns, the monks should not interfere with them. If both perform actions, whatever benefits arise from offerings made to both, both may interfere with them, and both are free. Here, within one, if they establish different wheels, it is a grave offense. "Here" means offering to the Buddha, the Lord, and so on. "Within one" means within the offering place where the monks have established a wheel. "They" means the nuns. If the nuns establish other different wheels there, they will incur a grave offense, belonging to the occasion of schism in the Sangha. If established elsewhere, there is no offense. Those who distribute with utensils should divide it, meaning that the benefits arising from that festival should be divided by the person who distributes with utensils. It should be appointed, meaning that the Sangha should also rejoice in that person who distributes with utensils, and appoint them with a motion and two acts. The mantra for this is: "So-and-so, do you wish to distribute the Sangha's utensils?" "I wish to." Venerable Sangha, please listen. If so-and-so wishes to distribute the Sangha's utensils, and if the Sangha's time has come and it is agreeable, then please allow the Sangha. After the Sangha has tolerated and permitted, the Sangha appoints someone named so-and-so to distribute the utensils. If there is no objection, it is understood as it is. How should it be distributed? Therefore, it is said that the items to be sold should be sold. What should be sold is what can be sold, such as clothes and so on. These should be sold and then distributed. To whom should they be sold? Therefore, it is said, to the assembled Sangha. Wherever the monks who have become the Sangha have gathered. How should they be sold? Therefore, it is said, by bidding. The value of the items to be sold is appropriately determined by the abbot of the Sangha, and then whoever wants to buy them, they are sold by bidding.
