It should be asked. If those obstacles do not exist, then after that, the position of the first Khenpo should be distinguished for the completely pure one. Thus, it is also said in the scriptures: 'If someone wants to be ordained and comes to someone, that person should ask him about the laws of obstacles and then accept him.' In order to show the order of bestowing vows, it is said, 'Lay practitioners, novices, monks, one should not do the latter without having received the former,' that is to say, lay practitioners, novices, monks, whatever the previous words are, one should not give the latter words to someone who has not fully received the vows. It is shown in this way: as long as the lay practitioner's vows are not given, the novice's vows should not be given; similarly, as long as the novice's vows are not given, full ordination should not be given. This only shows the establishment, not the cause of arising, because even without the lay practitioner's vows, it is permissible to properly take the novice's vows; similarly, even without the novice's vows, it is permissible to properly take the monk's vows. Thus, this order shows the proper acceptance of all vows, for example, if a monk, a householder who has renounced the world, wants to receive the vows of a monk, should one say 'has received the vows of a monk' or 'has not received the vows of a monk'? The attendant should say 'has received the vows of a monk.' Therefore, if the vows of a lay practitioner and a novice have not arisen, the vows of a monk will not arise, then this treatise will become meaningless. The source of the arising of the novice's vows even without the lay practitioner's vows is also this. Therefore, this sutra only shows the establishment. In order to show that one should first take refuge in the Three Jewels and then properly uphold the vows, therefore, one should compose the words of taking refuge, and the words of vowing to become a lay practitioner and a novice.
