It is said, "Do not ordain or grant full ordination." Those who do not admit fault, who do not admit to not practicing, should be added to "Do not ordain or grant full ordination." What is it that they do not admit? It is what is called "returning from the cause," that is, not admitting to returning from the cause of quarrels, etc., which lead to threats, etc., and not admitting to not quarreling, etc. The meaning of the sutra is that these people should not be allowed to ordain, and should not be allowed to receive full ordination. If a bhikshu who has been punished with a penalty offers the precepts and then requests full ordination again, then after receiving full ordination, is it necessary to ask for forgiveness again? It is said, "Receiving full ordination is the same as having already asked for forgiveness." If someone who has not asked for forgiveness receives full ordination, it is not necessary to ask for forgiveness again, because receiving full ordination itself is asking for forgiveness. Forgiveness is the act of forgiving. Venerable bhikshus, if you have committed an act of intimidation and temporarily receive full ordination, should you say that you have received full ordination, or that you have not received full ordination? The attendant says that you should say that you have received full ordination, and for those who receive full ordination, it will become a serious offense, and forgiveness has already been asked for, which is said from the root of the Vinaya. If one does not admit to returning from the cause when receiving full ordination, what should be done at that time? It is said, "If one does not admit after receiving full ordination, even if there is a sangha, one will be judged guilty." If one does not admit to not quarreling, etc., after receiving full ordination, then even if there is a sangha, one will be sentenced to punishment. If one is sentenced to punishment, if one says, "I have not seen the transgression," what will happen to him? Therefore, it is said, "If one lies and says that one has not seen it, one will commit a transgression." If one falsely says that one has not seen the transgression, then at that time he will commit a transgression of falling. In order to explain the remaining laws that prevent birth, those with mutilated hands and those with mutilated feet, those with fingers fully connected, those without lips, those with scars on their bodies, and the elderly.
