Regarding the matter of "should not ordain someone," the term "that" refers to someone who wishes to be ordained, whose parents are still alive, and those parents have not given their permission. Regarding the statement "even in a distant place, one should not be ordained without the permission of the Sangha," the word "even" means that even if the seven-day observation period has been completed, one should not be ordained without the permission of the Sangha; this is how it should be understood. Conversely, it means one should be ordained. Therefore, the text for inquiring whether parents are alive is: Have the parents of any monk passed away, or have they been reborn in the animal realm? In such cases, is it necessary to report the tonsure to all the Sangha? The sutra says, "Do not associate closely." So, if one should not be ordained without reporting even in a nearby place, why mention a distant place? This is to dispel doubts. For example, a woman saw her son ordained and said, "Why did you run to ordain among these Shakya thieves? Come back!" Then she grabbed him, took him home, and slandered the monks with the word "thieves." Some people think that there is such a fault in a nearby place, but there is no fault in a distant place, so such doubts arose, and that is why a distant place was mentioned. Therefore, some people explain the word "even" in another way, they explain that the word "even" means that even in a distant place one should report, and even in a nearby place one should report. If it is said that "one who wishes to be ordained should be observed for seven days," but it is not stated by whom the food should be offered, therefore it is said that "the food of one who wishes to be ordained, if offered by the Sangha, is permissible." Saying "permissible" indicates the permission of the Sangha. It means that even if one has not reported to someone, one should not offer food at that time. The phrase "use, do parents allow? Finally, except for a distant place" means that the phrase "do parents allow?" should be used instead of the phrase "is there not?". Using the word "use," at the end of the noun to be proven, the phrase "except for a distant place" should be particularly emphasized. Thus, the meaning of the sentence becomes: for the sake of ordination.

For those who have newly arrived, one should ask whether they have received permission from their parents, and those who confer full ordination should also ask. If the parents do not permit, one should not allow them to ordain or receive full ordination, except for those who come from afar. One should ask the newly arrived whether they are ill. This means that for those who wish to ordain, the preceptor should ask the newly arrived whether they are ill. This is permitted from the time of ordination. To the question, "Do you have any illness?" the answer is "No." The word "No" means to understand the different words, that is, one should say either of the two. Those who confer full ordination should ask specifically, for example, at the time of ordination, one usually asks whether one is ill, and so on. However, at the time of full ordination, various kinds of diseases appear on people's bodies, such as leprosy and boils, and one should specifically ask about these diseases. The singular form at the end of this sentence should be changed to the plural form, that is, one should add "they should ask," because "those who confer full ordination" is the end of the plural form. Those who are ill should not be allowed to ordain or receive full ordination. This means that because there are many petitioners and those who confer full ordination, and so on, one should not allow ordination or full ordination. The plural form here is to show the distinction of all categories. Why is the word "expel the sick" not expressed simply, but divided into four parts to express it? If the word "expel the sick" were expressed simply, then the sentence "those who confer full ordination should ask specifically" would not be included, and the different meanings of the sentence "Do you have any illness?" would not be understood. The meaning of "expel the transgressor" is that through this control, those who do not acknowledge the faults that go against cause and effect should not be allowed to ordain or receive full ordination. All the teachings on expulsion above should be controlled by the word "expulsion." Therefore,
