Then it will be complete. The mouth and the needle are like other concealments, just as with feathers and dagala and other concealments, if one commits false theft or transgression that requires weighing with measuring instruments, one will commit offenses such as defeat. Similarly, concealing things inside and between the mouth and the needle to commit theft and transgression will also incur the same offenses as the things themselves. To show that it is not otherwise, this sutra is spoken. Others think that just as the body and the needle do not have measuring instruments, the things hidden inside the body and the needle are the same. To avoid this thought, this similarity is spoken. If one is free from the mind of stealing, it is not the ultimate end, where "ultimate" refers to defeat, etc. "Not the ultimate end" means not complete. When? Therefore, it is said, "If one is free from the mind of stealing." What is shown here is that at the preparatory stage of stealing an item, the mind of stealing manifests, but at the actual time of stealing, there is no mind of stealing, but only making it bigger, etc., then at that time, only a slight downfall of the preparatory stage will be committed, but not the downfall of the actual stealing. If it is not in the preparation, then it is not that it has not been done, where "in the preparation" refers to the stage of preparation. "If it is not" refers to not having the mind of stealing, but having the mind of stealing at the actual time of stealing. "Then it is not that it has not been done" means that the actual stealing is not that it has not been done, but that it has not been completely done. What is shown here is that if a monk prepares without the mind of stealing, and later generates the mind of stealing when moving the position, etc., then at that time, the slight downfall of the preparatory stage will not occur, but the actual stealing will be completely committed. Here, the meaning of these two sutras is that a monk generates the mind of stealing before taking the Dharma robe from the clothesline, and then takes it with his own consciousness. What downfall will be committed? Before, it was a gross offense, and after, there was no downfall. Before, one took it with one's own consciousness, and after, the mind of stealing arose.

What kind of downfall does stealing with... lead to? Previously, there was no downfall. Later, it becomes a gross offense, because here, the term "gross offense" means that the object of the stealing mind is perceived as one's own. Letters and so on do not have a middling downfall, which means that whatever handwritten letter or the like initially contains a letter is considered a letter and so on. Stealing with letters and so on does not have a middling downfall. Here, the scriptures state that letters, handwritten letters, and stealing with arithmetic should have their value calculated, etc. Stealing in any way does not have a middling downfall. After speaking about the subsequent stages to be accomplished, now we will speak about the final stage, that is, forcibly seizing and delaying without giving back are also not not-stealing. Forcibly seizing means stealing with force. Delaying without giving back means taking something and not returning it. Those two are also not not-stealing, but are indeed stealing. Likewise, here the scriptures state that there are many kinds of stealing by monks. There are six kinds of stealing in the vicinity: stealing by force, stealing by deception, concealing stealing, denying stealing afterward, delaying without giving back stealing, and stealing the Dharma. When the monk, the Bhagavan, taught those six kinds of stealing, which of them would lead to a marginal downfall? Except for stealing the Dharma in the vicinity, all others lead to a marginal downfall. There is no offense for stealing the Dharma because there is no stealing mind. In this way, the nature of upholding the Dharma, such as the Sutras, is called stealing here, but there is no conduct of a stealing mind in that. Stealing by deception is of two kinds: taking by robbers and discarding. Taking by robbers is indeed stealing, so there is no need to doubt it. Discarding means that previously, if one discards ornaments, if it does not become victorious, saying it is a combination is indeed stealing. Concealing stealing means that previously, saying that approaching those who conceal is a combination. Denying stealing afterward means previously saying contempt and borrowing. Stealing by force means oppressing with power and taking.
