I, possessing five qualities, should appoint even those who have not been appointed, and should not remove those who have been appointed. What are the five? Not going because of desire, not going because of hatred, not going because of delusion, not going because of fear, and knowing whether or not there is a connection with the alms bowl that has been given away. One should appoint in this way. First, one should ask if they are willing: "So-and-so, are you willing to give away those who have no connection with the alms bowl to the Bhikshuni Sangha?" If they are willing, they should say that they are willing. After that, they should prepare a place, strike the bell, and inform the Bhikshunis of the question. After all the Bhikshuni Sangha has gathered and become harmonious, one Bhikshuni should make a motion and then act. This is how it should be done: In the assembly, one should say: "Venerable Sangha, please listen to me. If the Bhikshuni named so-and-so is willing to give away those who have no connection with the alms bowl to the Bhikshuni Sangha, if the Venerable Sangha thinks it is the right time and it is appropriate, please allow the Venerable Sangha, the Venerable Sangha appoints the Bhikshuni named so-and-so to give away those who have no connection with the alms bowl to the Bhikshuni Sangha, the Bhikshuni named so-and-so gives away those who have no connection with the alms bowl to the Bhikshuni Sangha." The Dharma of the customary conduct of a bhikkhuni who distributes bowls without connection should be done as follows: When the bhikkhuni who distributes bowls without connection is in the assembly of the bhikkhuni sangha, she should say to the sangha, "Noble mothers, we will distribute bowls without connection to the sangha. When you strike the ghanta tomorrow, each of you should take your own bowl and enter into the sangha." She should be instructed in this way. Then, the bhikkhuni who distributes bowls without connection, after arranging the dwelling place on that day, should strike the ghanta and truly inform the bhikkhunis with words of inquiry. Then, the bhikkhuni who distributes bowls without connection, when all the bhikkhuni sangha are seated and in harmony, should take the bowl without connection, prostrate towards the direction of the elders, and sit in front of the abbot of the bhikkhuni sangha, saying to the abbot, "Venerable one, this bowl is very clear, has a good shape, and is fit to be used. If you need it, please enjoy it." She should praise the qualities of the bowl without connection as they are, and then offer it. The abbot of the bhikkhuni sangha, if he needs it, should accept it. If the abbot of the bhikkhuni sangha accepts that bowl, then the bowl of the abbot of the bhikkhuni sangha should be offered to the second abbot. The bowl of the second abbot should be offered to the third abbot. Similarly, the bowl of the second novice of the sangha should be offered to the novice of the sangha, until the end. If the abbot of the sangha does not accept it, it should be offered to the second abbot. If the second abbot does not accept it, it should be offered to the third abbot. If the third abbot accepts it, if the abbot of the sangha asks for it, it should not be given to the first utterance, nor to the second utterance.
