Even in a revolving place, whether in a central region with a sangha of ten bhikshus, or in a remote region where there are no others, with a sangha of five or more who uphold the Vinaya, first have them prostrate to the teacher. If you want it to be without obstacles, make it into nine strips of cloth, etc., or make it into three and a half pieces of cloth, etc. Wash it. Stretch it. Cut it. Sew it together. Place the amulet. Sew it. Turn the edge. Or sew a patch on it. Do it according to the circumstances. This Dharma robe is suitable for use. Repeat it twice or three times like that. The Khenpo should say, "It is a means." The disciple should say, "Good." After that, holding the material of the upper garment of the Dharma robe. He should say this: Khenpo, please listen. I, named so-and-so, bless this Dharma robe as an upper garment. If you want it to be without obstacles, make it into seven strips of cloth, or make it into three and a half pieces of cloth. Wash it.
