They said: 'Long-lived ones, speak your wishes.' They rashly expelled Nyega from the Sangha. After Nyega was expelled, he went crying to his brother. Kashyapa said: 'Nyega, why are you like this?' 'Those with the black bowls expelled me from the Sangha.' Kashyapa said: 'Those who expelled my brother from the Sangha, may they be expelled from villages, cities, and the three realms!' However, do those who expelled him from the Sangha not have villages and cities? Please wait a moment, I ask for forgiveness. Thus, they only did discordant things. Who did not come there? Kashyapa said: 'It was I.' I heard the teacher's voice beside the elder there. Kashyapa recounted in detail how he rose from his seat and left without saying a word. Some monks with few desires rebuked, saying: 'Why do monks, when discriminating the Dharma of the Sangha, rise from their seats and leave without saying a word?' They rebuked, criticized, and blamed. The monks reported this matter to the Blessed One. Then, the Blessed One, regarding this matter, this origin, and this occasion, gathered the Sangha of monks and rebuked Kashyapa, saying: 'This is not the conduct of a renunciant, it is not in accordance, it is not appropriate, it is not in accordance with the Dharma, this is not what a renunciant should do.' He rebuked him in various ways and truly saw the ten benefits of establishing the training, therefore my disciples should recite the root of learning in the Vinaya in this way: 'If any monk, when discriminating the Dharma of the Sangha, rises from his seat and leaves without saying a word, he commits a Patayantika offense.' The transgression is, when the Sangha is engaged in discerning speech that accords with the Dharma, to rise from one's seat and leave without saying a word. The basis for the allowance is that the Buddha, the Blessed One, was dwelling in Anathapindika's Garden in Jeta's Grove in Shravasti. When the sick monks residing there were unable to sit for long periods, the monks attending to the sick also neglected their duties to the sick. The monks giving instructions also neglected the affairs of the Sangha. At that time, the monks reported this to the Blessed One, and the Blessed One instructed: "Therefore, a monk should speak before leaving." After the Blessed One said that a monk should speak before leaving, a certain monk left his bowl and robes in another's house. Soon after, a fire broke out there, and the monk began to leave. When he was halfway there, he remembered, "I did not say that a monk should speak before leaving."
