If, due to being distracted by other matters, and knowing it, one does not understand because of the sound of footsteps, bells, and coughing, there is no offense. The author of this is the thought of monks being keen on argumentative discussions and quarrels. Regarding this, it also becomes a root downfall with five limbs: both sides are monks; engaging in discussions of any dispute; being keen on quarreling; listening and sitting; and understanding the meaning with sound. If these limbs are incomplete, there is a minor offense as appropriate. The offense of preparation is a misdeed: as long as one initiates the preparation for an offense arising from listening, until one does not reach the root, it is a misdeed. For the root, for each different preparation one undertakes, there is one misdeed. Hearing the sound but not understanding the meaning is a misdeed. If one engages in quarreling, it is a misdeed. If one listens to quarreling, it is a misdeed. If one sits near those who are quarreling, it is a misdeed. If one side is not a monk, or both sides are not monks, it is a misdeed. The offense of the preparation of the preparation is a minor misdeed: as many preparations as there are, there are that many preparations of the preparation; the preparation of the misdeed of preparation is also a misdeed, it is a minor misdeed. There is no offense if one desires to pacify, there is no offense. If it is not internal, if one enters into confusion, if one listens and thinks to pacify, there is no offense. For a beginner, a madman, one who is mentally disturbed, and one who is afflicted by feelings, there is no offense. What should be learned is that a monk should learn not to rely on all the ways that lead to an offense arising from listening in all places and at all times. Monks, when discussing in places such as upstairs, middle floors, downstairs, residences, courtyards, doorways, staircases, buildings, monasteries, roads, and remote roads, if it is necessary to go there, one should make the sound of footsteps or the sound of a bell, or the sound of clearing one's throat. Do not quarrel. Do not listen to quarreling. Do not sit circling near those who are quarreling. Do not fail to strive for pacification. The remedy is the previous one.
