A minor offense committed on the ground. Then, engaging in physical and verbal actions constitutes the actual offense of engagement. Ultimately, it is the basis for expiation, which should be understood. There is no offense for a relative weaver. There is no offense for oneself. There is no offense for giving value. There is no offense for the first-time offender, the insane, the mentally disturbed, or those overwhelmed by feelings. What is to be learned is that a bhikshu should learn not to rely on any aspect of expiation arising from engaging in weaving in all places and at all times. The remedy is as before. The twenty-third expiation of engaging in weaving is finished. The basis for the expiation of initiating weaving is that the Buddha Bhagavan was dwelling in Shravasti, in the Jeta Grove, Anathapindika's Garden. In Shravasti, there was a householder couple who engaged in sexual misconduct. They had a servant girl whom they constantly beat. When Nanda learned of this, the householder couple also took refuge and abided by the precepts. He praised the virtues of morality and also spoke against the praise of immorality. He caused them to take refuge and abide by the precepts. From then on, they no longer beat the girl, and Nanda also had some concerns. They discussed having a certain weaver weave a large piece of cloth. The girl heard this and spoke to Nanda. One morning, while Nanda was going for alms, he obtained some hawaka from the house of the bhikkhuni Utpalavarna. He took them to the weaver and said, "Good sir, please enjoy these laddu. Weave this large piece of cloth well for me, making it wide, long, with close weft, and even warp." Thus, he initiated the weaving. The concerns of the householder couple also disappeared. The weaver did not receive payment from the householder couple and demanded it from Nanda. Nanda tied the weaver to a pillar and let him go. The weaver then began to curse, slander, and speak abusively. At that time, the bhikshus reported this to the Bhagavan. Then, the Bhagavan

This occurred because of this event, and this was the beginning. At this time, the Sangha of monks gathered, because Nanda was hurt and blamed in various ways. The Tathagata thoroughly observed the ten benefits of establishing precepts. Therefore, my Shravaka disciples should recite and study the basis of the precepts as follows: For the sake of a Bhikshu, if a householder or the wife of a householder is not a relative, having a weaver who is not a relative weave cloth. Then, if that Bhikshu has not requested beforehand, and such a thought arises, going to a weaver who is not a relative, saying this: "Venerable weaver, please know that this cloth is woven for me. Venerable weaver, this cloth should be wide, strong and durable, with fine warp threads and good weft threads. Venerable weaver, I will give such wages: food, or just food, or a little food." If he says so, then, if that Bhikshu, in order to obtain cloth, gives such wages: food, or just food, or a little food, and the cloth is completed, he commits a Nissaggiya Pacittiya offense. Thus it was established. The place is Sravasti, the person is Nanda, the afflictions are desire and hatred, and the fault is causing weaving. Among them, "for the sake of a Bhikshu" refers to the son of the Shakya clan, Nanda, or anyone else like him. "Householder" refers to a man. "The wife of a householder" refers to a woman. "Not a relative" refers to relatives up to the seventh generation of the maternal grandmother, maternal grandfather, and descendants; beyond the seventh generation, they are not relatives. "Weaver" refers to a textile worker. "Not a relative" refers to relatives up to the seventh generation of the maternal grandmother, maternal grandfather, and descendants; beyond the seventh generation, they are not relatives. "Having ... weave cloth" refers to any of the seven types of cloth, namely wool cloth, Shana cloth, Salma cloth, Dugula cloth, cotton-wool cloth, Kotamba cloth, and Niok cloth. Among them, "Then, if that Bhikshu" refers to the son of the Shakya clan, Nanda. "Without requesting beforehand" means without inviting beforehand. "A certain thought arises" means that a certain thought of offering arises.
