It is said, "There is refuge." The necessity and meaning of the word "Sngom la" are the same as before. There are two types of uncertainty: first, it is uncertain whether it is a Parajika offense, a Sanghavasesa offense, or one of the three offenses of expiation; second, it is uncertain whether it is a Sanghavasesa offense or one of the two offenses of expiation. Both of these are included in "Sngom la," that is, what is said in "a secluded place has refuge," from "a secluded place has refuge" to "it is permissible to engage in desire" and abide, then it becomes the first uncertainty; when "a secluded place has refuge," if "it is not permissible to engage in desire" and abide on the seat, then it becomes the second uncertainty. These two situations are because of the circumstances, a Bhikshu should not abide in a place that will become such an uncertain offense, this is merely the establishment of precepts. Regarding the determination of offenses, either a Parajika offense is committed, or a Sanghavasesa offense is committed, or an offense of expiation is committed, it should be applied according to the situation. But the case where offenses are divided into five categories is excluded. Venerable ones, these two uncertain offenses arise from reciting the Pratimoksha Sutra every half month, this is to show that the source of this removal of uncertainty is cited here. The so-called "uncertain offense" means that it is impossible to determine what offense it is, so it is called "uncertain." It itself has the nature of being blameworthy, so it is called "offense." The so-called "these two" refers to the uncertainty of whether it is a Parajika offense, a Sanghavasesa offense, or one of the three offenses of expiation, and the uncertainty of whether it is a Sanghavasesa offense or one of the two offenses of expiation. The so-called "arises from reciting the Pratimoksha Sutra every half month" is because the Vinaya Pitaka in the Tripitaka is not written in writing, so it has not been fully disclosed to everyone, therefore some people may wonder, how can one know the uncertain offense by reciting the Vinaya? This is to explain that when reciting the Vinaya every half month, it can be known from the recitation of the Vinaya holders. Therefore, in order to benefit those future beings who are dull-witted and unable to grasp the words and meanings, the Bhagavan allowed the Vinaya Pitaka to be compiled correctly. This secret should not be heard by those who have not taken the full monastic vows, as previously stated, it applies here as well. This is the beginning of the first Dharma of the path to liberation: the Buddha, the Blessed One, was dwelling in Jeta's Grove, Anathapindika's monastery, in Shravasti. The venerable Achara, in the morning, having put on his lower robe, took his bowl and robes. He went to Shravasti for alms, gradually walking, he went to the house of the householder's wife, Sbedma. The householder's wife, Sbedma, saw the venerable Achara from afar. Having seen him, she prepared a seat for the venerable Achara and said, "Venerable Achara, please come here. It is good that Venerable Achara has come. Venerable Achara, please sit on the seat that has been prepared." The venerable Achara sat on the prepared seat. At that time, the mother of Deer Park, Saga, was walking near that house, and heard the sound of the venerable Achara in the house of the householder's wife, Sbedma. Having heard it, she thought to herself, "Alas, the noble Achara, with his voice, like feeding honey to a beggar, is teaching the sweet Dharma to the householder's wife, Sbedma. I will also go there to listen to the Dharma taught by others." Then, the mother of Deer Park, Saga, went to the house of the householder's wife, Sbedma, and the mother of Deer Park, Saga, saw the householder's wife, Sbedma, sitting knee to knee with the venerable Achara, not to listen to the Dharma. Having seen it, she thought to herself, "If the householder or the householder's wife or the householder's daughter or some other faithful person were to see this, they would undoubtedly think that this noble Achara and the householder's wife, Sbedma, are together in a secluded place, doing some sinful deeds that are not in accordance with the conduct of a renunciate."

Thinking, "I will go," and thinking, "This should be my duty," then the mother Sākyā of the Deer Park went to where the Blessed One was. Having arrived, she bowed her head to the two feet of the Blessed One and sat down to one side. Having sat down to one side, the mother Sākyā of the Deer Park reported to the Blessed One in detail the circumstances of the venerable Charka and the householder's wife Sbe. Furthermore, she reported, "Venerable One, for the sake of the Blessed One's compassion, if the noble ones are together with women, alone in a secluded place, without protection, they should not sit on a seat. For the sake of the noble ones, it would be good if you would establish some things to be mindful of." Then, the Blessed One, regarding this event, this origin, and this occasion, gathered the community of monks, rebuked the venerable Charka, disparaged him in various ways, and truly saw the ten benefits of establishing the precepts. Therefore, my disciples should recite and study the basis of discipline as follows: If any monk is with a woman, alone in a secluded place, with protection, and sits on a seat in a desirable place, and if a female lay follower with faithful words speaks of a parajika offense, a sanghadisesa offense, or any offense entailing expiation, and the monk admits to sitting, and thereby commits a parajika offense, a sanghadisesa offense, or any offense entailing expiation, then that monk, whatever offense the faithful female lay follower accuses him of, that monk should be penalized accordingly. This is an indeterminate offense. The place referred to is Māniyang, the person referred to is Charka, the affliction is desire, and the offense is indeterminate. Among these, "any monk" refers to Charka or anyone else like him. "With a woman" refers to a woman or a young girl who is capable of practicing impure conduct, practicing sexual acts. "Together" refers to being together with her. "Alone" refers to only her and him. "Secluded place" refers to a place where there are no other men, women, or hermaphrodites.
