At that time, the Buddha was dwelling in Sravasti, in the Jeta Grove of Anathapindika's Garden. At that time, the venerable Charka (འཆར་ཀ) did not guard his body, did not restrain his senses, and did not maintain mindfulness. He entered towns and villages for alms. After returning, his mind was completely entangled by desire. He engaged in inappropriate actions with his own limbs, grasping with both hands and beginning to move, and when semen was discharged, the monks reported it to the Blessed One. The Blessed One, because of this event, this origin, and this occasion, convened the Sangha of monks, and fully saw the ten benefits of establishing precepts. Therefore, my Sravaka disciples should recite the basis of this training as follows: If one intentionally emits semen, except in a dream, it is a Sanghavasesa. This precept was established. The place was Sravasti, the person was Charka (འཆར་ཀ), the affliction was desire, and the fault was emitting semen. Among these, 'intentionally' means after careful consideration. 'Semen' refers to five types of semen: blue, yellow, red, thick, and thin. 'Emitting' means emitting immediately, for the sake of pleasure, mantras, seeds, medicine, and examination. 'Except in a dream' refers to nocturnal emission in a dream due to the permitted origin. This cannot be regarded as a fault, therefore no offense is established for it. 'Sanghavasesa' means that the offense depends on the Sangha, is related to the Sangha, and relies on the Sangha. This offense is absolved from the Sangha, not from an individual. Furthermore, the four dharmas that lead to defeat are without remainder, while this is with remainder. Therefore, it is called Sanghavasesa. Here, the establishment of the root offense is as follows: If one intentionally emits semen, it becomes a Sanghavasesa. The distinction is that there, the intention and the internal and external touch of one's own limbs are regarded as sentient beings, and striving in that state, when one's first drop of semen is emitted, it becomes the root offense.

You are thinking of ejaculating and masturbating yourself. This has ten branches, resulting in a fundamental downfall: ejaculation, desire, one's own semen, the first time, touching, another person, counting as a sentient being, abiding in that form, diligence, and the form of the limbs. If those branches are incomplete, then one commits a lesser offense accordingly. Ejaculation of semen is the first Sanghavasesa. The origin of the Sanghavasesa concerning bodily contact: When the Buddha Bhagavan was dwelling in Sravasti, in the Jeta Grove, Anathapindika's Garden, the conduct of the Group of Six monks was: "We should teach the Dharma on the basis to the Brahmins and householders who come here, and also subdue the heretics, and also proclaim our own fame." Having thought thus, any one of the Group of Six monks would not leave the gate of Jeta Grove empty. The venerable Ekaka would rise early in the morning, discard his tooth-stick, put on a reddish-brown robe, and wander and dwell at the gate of Jeta Grove. The conduct of the wives of the Brahmins and householders dwelling in Sravasti was: going to the park, entering Jeta Grove, viewing the monastery, and going to pay homage to the feet of the Bhagavan and the elder monks. When many wives of Brahmins and householders came to Jeta Grove, the venerable Ekaka would lead them in order to the monastery of the Bhagavan and the elder monks, causing them to speak of the qualities and pay homage, and when they came to his own monastery, he would begin to teach them the Dharma. As he taught the Dharma, so they became attached; as they became attached, so they became intimate; as they became intimate, so he began to caress their limbs and extremities. Among those who complied, he would then engage in dalliance, play, quarrel, frolic, make noise, and strike the body with them on the bed or seat. Those who did not comply would then depart from that place.
