Speaking means to speak manifestly. Utterly proclaiming. All those Sugatas, as if dwelling in front of me individually, I praise them all. Or, the so-called "inexhaustible ocean of praise" is a modification of the word "qualities" from the basis of sameness, meaning that the qualities of the Tathagatas are praised as an inexhaustible ocean, which is proclaimed to the utmost. Now, two kinds of offerings, superior and unsurpassed, are spoken to those Buddhas, the Bhagavat. The two verses beginning with "supreme flowers" are superior offerings, that is, among the flowers, those that are supreme, those supreme flowers, supreme garlands, supreme musical instruments, saffron, and supreme anointments such as sandalwood, supreme and excellent umbrellas, excellent lamps, supreme incense, supreme garments, supreme fragrances, and powders made by mixing various fragrances and elaborately preparing them, that is, various natures such as sandalwood and saffron, camphor and agarwood, equal to Mount Meru, and all the arrangements that are extremely superior, the so-called "arrangements that are extremely superior and wonderfully adorned," are supreme arrangements. Here, the word "arrangement" is a synonym for collection, that is, offering to all the Tathagatas with the most excellent of all divine objects of gods and humans. The so-called "all offerings are vast and unsurpassed," also speaks of unsurpassed offerings. The offerings produced by the power of the Bodhisattva's Samadhi, all those that are unsurpassed, and spread throughout all Buddha-fields, so vast that they reach the limit of the Dharma realm, I especially admire all the Tathagatas. The so-called "by the power of faith in the Good Conduct," that is, especially believing and completely trusting in the Good Conduct, and completely ascertaining it, by that power, therefore, from many names, in the Good Conduct, such various offerings are admired like the Bodhisattva's loving-kindness. Now, as it has been said, prostrations and offerings are briefly summarized as: I prostrate and offer to all the Tathagatas.

Should be done. It is said that confessing sins through the three aspects of arising from all, place, and nature is like this: desire, hatred, and so on. Among them, what is the cause of sins arising from all? Desire, hatred, and ignorance are the causes of arising from all. What is the place? The place is body, speech, and mind. The nature is: Whatever sins I have committed. (Tibetan: སྡིག་བ་བདག་གིས་བགྱིས་པ་ཅི་མཆིས་པ།) It means: In this life or in future lives, what I have done myself, caused others to do, and rejoiced in others doing. All of these, like all of these appearing manifestly before the Buddhas and their retinues, should be confessed and eliminated separately with regret even for a moment. Now, with "all beings of the ten directions" and so on, rejoicing in merit is proclaimed. The merit of beings of the ten directions arising from generosity, ethics, and meditation, whatever is in the three times, and all the seven types of learners, and all the non-learners, the Arhats, and the two types of solitary realizers like rhinoceros horns, and the merit of the practitioners in the Sangha, whatever is transcendent of the three times, and all the Bodhisattvas from the initial generation of the mind to the near attainment, and the Buddhas, the Bhagavad-Tathagatas who have passed away in the three times, from generating the mind of enlightenment arising from the sign until being taken near, each of those necessarily born from the perfections and the grounds, transformed into the three times, whatever is the collection of worldly and transcendental merits, immeasurable and inconceivable, becoming the object of the Buddha's wisdom, I rejoice in all of these. If merely by uttering the sound of beings without remainder, the accumulation of merit of learners and non-learners and so on is already established, then what is the meaning of separately taking them near? It is not so, because beings are travelers, meaning connected with existence, or meaning traveling in samsara. Among them, because some do not travel at all, and some are called travelers because they do not travel.

It should not be said, therefore it is shown separately. Now is the exhortation to turn the wheel of Dharma, saying "the ten directions of the world" and so on. In the ten directions of the world are the lamps of beings, because they are the nature of eliminating the darkness inside and outside the world, so the Buddhas, the Bhagavat, are the lamps of the world. The gradual enlightenment of Bodhi means the manifestation of enlightenment in the unsurpassed, perfectly complete Bodhi. Obtaining non-attachment means obtaining non-attachment itself, because from the Dharma of manifesting enlightenment, the nature of all that remains is completely known, therefore it is completely liberated from all attachments. For the sake of realizing the profound Dharma, they do not seek or strive, and others find it difficult to realize, therefore, for those lords of the world who do not like to teach the Dharma and go to the Bodhi tree in various worlds and dwell there, I, in order to eliminate the darkness of ignorance of beings, and in order to make the light of unsurpassed wisdom, in order to turn the unsurpassed wheel of Dharma, kneel on the ground, join my palms, and exhort as if standing in front of each of them. This is to exhort for the sake of turning the wheel of Dharma. Now, for "those who wish to show Nirvana" and so on, pray. The so-called "those" although there is no difference, but because it is the occasion, it is clearly related to "the lamps of the ten directions of the world" and so on. To those Buddhas, the Bhagavat, in the ten directions who want to show Nirvana, I join my palms and pray for them to stay in the world for a long time. As for how long? As many kalpas as there are dust particles in the fields, that is, equal to all the dust particles of the Buddha lands realized in the three times, to stay in the world for kalpas. For what purpose? For the benefit and happiness of all helpless beings. Among them, benefit is the constant achievement, and happiness is liberation from suffering.
