Like a great rain of nectar streams, it completely pacifies the dust and flames of afflictions arising from ignorance since beginningless time for sentient beings, just as they wish. Therefore, this place is called the 'Cloud of Dharma.' Great rays of light emanate from this place, like a storm. Showing all kinds of bodies swirling in samsara is like a swirling eddy. Proclaiming the great sound of Dharma is like the sound of falling rain. Thus, by the definitive word of 'ground,' the nature of this place is shown, and it is shown by unsurpassed and supreme power. Among these, unsurpassed and supreme power are location, basis, own nature, accomplishing activities, satisfying, and vastness. These six aspects should be understood. Among these, this power is unsurpassed when viewed in relation to the power of other sentient beings. It is supreme when viewed in relation to the power of the Tathagata. Among these, the locations are fourfold: inconceivable liberation, samadhi as rich as the ocean, dharani endowed with the realization of wisdom, and the previously described direct knowledge of performing miracles. The basis is external objects such as earth, and internal objects of one's own body. For what reason? Alas! Son of the Victorious One! Furthermore, the Bodhisattva abiding in the Bodhisattva-bhumi, the Cloud of Dharma, even in a single world, from abiding in the Tushita Palace, until death, descent, entering the womb, birth, renunciation, the direct realization of perfect enlightenment, exhortation, turning the great wheel of Dharma, and until the place called the Great Nirvana, all the deeds of the Tathagata are blessed according to the minds of sentient beings and the objects to be tamed. Similarly, from two onwards, up to the number of dust particles in those worlds, even more than those dust particles, in countless billions of worlds, from abiding in the Tushita Palace until complete extinction.

Up to the so-called great expanse of the earth, all the deeds of the Tathagata are blessed according to the thoughts of sentient beings and according to the objects to be tamed, as it is said. Therein, its own nature is twofold: complete transformation of the body and so on, and emanation. Complete transformation is to be understood in three ways: complete transformation into narrowness and vastness, complete transformation into something else, and complete transformation by the power of blessings such as adorning all sentient beings. Because one has obtained such power of wisdom and possesses extremely discriminating wisdom and supernormal knowledge, if one wishes to bless all impure world realms into complete purity, one can also bless completely pure world realms into impurity. If one wishes to bless narrowness into vastness, one can also bless vastness into narrowness. Likewise, all world realms such as those with large corners, those that have become vast, those that are immeasurable, those that are minute, those that are coarse, those that are sought, those that are without upper covering, and those with inclined bases, can also be blessed in that and that way by becoming the foremost of the best. If one wishes to bless a single atom of the finest dust with a single world realm complete with all environments and oceans, then that atom of the finest dust will not arise, and those deeds will all appear. On a single atom of the finest dust, bless two, three, four, from five up to the unspeakable, all world realms complete with environments and oceans, then that atom of the finest dust will not arise, and those deeds will all appear. If one wishes to fully manifest the arrangement of two world realms in one world realm, if one wishes to manifest the arrangement up to the unspeakable world realms, if one wishes to fully manifest the arrangement of one world realm in two world realms, if one wishes to fully manifest it even in the unspeakable world realms, if one wishes to manifest in the unspeakable world

In the inexpressible realms, as many realms of sentient beings as there are, they are arranged in one world, and there is no harm to sentient beings. If desired, as many realms of sentient beings as there are in one world, they are arranged in inexpressible realms, and there is no harm to sentient beings. If desired, the sentient beings dwelling in the inexpressible realms are placed within the space of a single hair's breadth, and there is no harm to sentient beings. If desired, within the space of a single hair's breadth, the entire realm of all Buddhas is fully displayed. If desired, the entire realm of all Buddhas is fully displayed up to the inexpressible realm. Below it says, if desired, bless all sentient beings as desired, so that the dwelling places of their physical bodies are adorned. Bless one's own body to become the body of the Tathagata, and so on, as it appears in the sutras. Accomplishing activities is accumulating the accumulations of enlightenment through offerings. Because if desired, in the inexpressible realms, as many particles of atoms as there are, that many bodies can be emanated in an instant, a moment, a snap of the fingers. Each body also displays that many arms. Those arms also make offerings to the Buddhas of the ten directions. Each arm also scatters as many handfuls of flowers as there are sands in the Ganges River to those Buddhas, the Bhagavat. Just like flowers, there are also incense, garlands, unguents, clothing, umbrellas, banners, flags, and all arrangements are the same. Each body also blesses that many heads, and each head also blesses that many tongues, and those tongues praise the Buddhas, the Bhagavat. Each generation of mind also goes to pervade the ten directions, and merely by generating the mind, from immeasurable perfect enlightenment to the arrangement of great nirvana, everything is blessed. Also bless the immeasurable bodies of the three times, and on one's own body, manifest the Buddha of immeasurable Buddhas, the Bhagavat.
