Observe, completely subdue your own mind. This is the root of all Dharmas. As stated in the sacred "Cloud of Jewels Sutra": The mind precedes all Dharmas; if the mind is fully understood, then all Dharmas will be fully understood. It also says: The world is led by the mind; the mind cannot see the mind. Virtuous or non-virtuous actions are accumulated by the mind. The mind revolves like a torch, the mind sways like a wave, the mind burns like a forest fire, the mind grows like a great river. Therefore, through such contemplation, abide in mindfulness of the mind, do not be controlled by the mind, but control the mind. If you can control the mind, you can control all Dharmas. Thus it is said in the sutra. In the "Sutra of the Collection of True Dharmas," it is also said: The Bodhisattva Vimalamati asked: What is this Dharma that is called Dharma? It does not abide in a place, it does not abide in a direction; otherwise, Dharma depends on one's own mind. Therefore, I should guard my own mind extremely, reach the ultimate extremely, subdue it extremely, strive for equality extremely, and discipline it extremely. Why? Because wherever the mind is, there are merits and faults; without the mind, there are no merits and faults. The Bodhisattva turns the mind away from faults and enters into merits. Therefore, I say that Dharma depends on the mind, and Bodhi depends on Dharma. O Blessed One, this is truly upholding the true Dharma, and one will attain the blissful, manifest, complete, and perfect enlightenment. Thus it is said in the sutra. In the sacred "Arrayed Tree Sutra," it is also said: All the actions of a Bodhisattva depend on their own mind, and the complete maturation and taming of all sentient beings also depend on their own mind. Similarly, son of good family, I think thus: One should stabilize one's own mind with all roots of virtue. One should completely moisten one's own mind with clouds of Dharma. One should completely purify one's own mind from the Dharmas that cause obscurations. One should make one's own mind firm with diligence. And so on.

This is a description of the earth. Similarly, it says in that very text, when the noble Norzang goddess became attached upon seeing an illusion, the goddess of the town, Jewel Eye, taught her in order to make her see this: Son of good family, do not be pleased with all the realms of samsara, strive to fully protect your city of mind. Son of good family, focus especially on the ten powers of the Tathagata, strive to adorn your city of mind. Son of good family, be free from jealousy, miserliness, and deceit, strive to completely purify your city of mind. Son of good family, strive to truly realize the nature of all dharmas, thereby striving to completely pacify the suffering of the city of mind. Son of good family, expand the accumulation of all-knowing wisdom with great diligence, strive to expand your city of mind. Son of good family, by mastering the practice of samadhi, meditative absorption, contemplation, liberation, and the vast immeasurable palace of dharma, strive to adorn and protect your city of mind and the treasury of dwellings. Son of good family, by seeking to perfectly obtain all the Prajnaparamita, the pure land of all the Tathagatas' mandala of retinue, strive to illuminate your city of mind. Son of good family, through the path of skillful means by which all the Tathagatas truly appear, strive to reveal your own city of mind. Son of good family, with a pure mind manifesting the aspiration of the bodhisattva Samantabhadra's conduct, strive to firmly establish the walls of the city of mind. Son of good family, strive to make the city of mind insurmountable and indestructible, not to be destroyed by afflictions, evil friends of the demon class, and the demon hordes. Son of good family, have great compassion for all beings.

Strive to make the city of the mind greatly expanded with the joy of the place. Son of the lineage, strive to make the city of the mind extremely joyful by cultivating the vast Dharma umbrella that is the antidote to all non-virtuous dharmas. Son of the lineage, strive to open the gate of the city of the mind for the sake of all sentient beings, internal and external. Son of the lineage, strive to manifestly establish the city of the mind as extremely firm by preventing the arising of all streams of non-virtuous dharmas. Thus it is said. Son of the lineage, thus, a Bodhisattva who strives to purify the city of the mind is able to obtain the cultivation of all roots of virtue. Why is that? Thus, in front of a Bodhisattva whose city of mind is completely pure, there is an obstruction to seeing the Buddha, or an obstruction to hearing the Dharma, or all obstructions arise from the eyes, and so on, as it is proclaimed. Therefore, taming the mind, that itself is the form of a Bodhisattva. One who possesses an unmoving mind, by averting external disturbances, the mind becomes peaceful and unmoving. Without awareness and being controlled by others, and forgetting, the mind becomes agitated because it is led away from the object of desire to another place. When one possesses mindfulness and awareness, and when external disturbances are averted, then, being controlled by that, by being attached to one object, one remains as long as one desires, and from that, great benefits arise as before. Even if one is a beginner, one can accomplish it because of enduring for the benefit of sentient beings. How is it? With constant non-coarseness and gentleness, with appropriate and gentle speech, fortunate beings will develop love, and those who should be embraced will also arise. Thus, causing sentient beings to love, that is the activity of a Bodhisattva. In the Sutra of the Collection of True Dharma, the noble Bodhisattva Seeing Meaning asked: Blessed One, how does a Bodhisattva cultivate in such a way that sentient beings immediately rejoice upon seeing him?
