I shall be born in the great hells. Having died and transmigrated from there, I shall again experience such great suffering. Having fully ascertained, even if one is born with the same fate as humans a hundred times, one will be born in a Buddha-field of the five degenerations without a Buddha, becoming eyeless and ugly. Great king, if one steals the possessions, complete enjoyments, wealth, and utensils of the monks who abide in the Dharma, they will suffer in this way. Also, in the chapter of Namkhai Nyingpo (Akashagarbha): Son of lineage, king, there are five root downfalls of a king who has been enthroned from the crown of the royal lineage. Through these root downfalls, all the previously generated roots of virtue from the enthronement from the crown of the royal lineage will be exhausted, the homeland will be defeated, and having fallen from all the places of happiness of gods and humans, one will go to the lower realms. What are the five? Son of lineage, a king who has been enthroned from the crown of the royal lineage, if he steals the property of stupas, or the property of the Sangha, or the property offered to the Sangha of the four directions, or allows stealing, this is the first root downfall. Anyone who abandons the Dharma and prevents the Dharma, that is, speaks of the renunciation of the Shravakas, or speaks of the renunciation of the Pratyekabuddhas, or speaks of the renunciation of the Mahayana, abandoning and preventing, this is the second root downfall. Anyone who has gone forth for my sake, having shaved his hair and beard, wearing monastic robes, whether he has taken vows or not, whether he has broken vows or not, whether he possesses morality or not, steals their monastic robes, or makes them stay at home, or inflicts bodily punishment, whipping, or imposes a fine, or puts them in prison, or causes them to lose their life, this is the third root downfall. Any royal family member, if intentionally kills the life of a mother, or kills the life of a father and a Shravaka Arhat of the Bhagavan, or divides the Sangha, or intentionally draws blood with malice from a perfectly enlightened Buddha, that is, commits any of the five inexpiable deeds, this is the fourth root downfall.

If any member of the royal family claims to have nothing, and is distracted by the afterlife, dwelling by properly adhering to the path of the ten non-virtuous actions, and also causes many other sentient beings to properly adhere to the path of the ten non-virtuous actions, disciplining and guiding them, this is the fifth root downfall. Furthermore, observe the root downfalls of a minister, what are the five? Any minister who steals the property of a stupa, the property of the Sangha, or the property of the Sangha of the four directions, this is the first root downfall. Any act of destroying villages, destroying regions, destroying cities, destroying countries, this is the second root downfall. Any minister who abandons the Dharma, abandons the teaching of the liberation of the Hearers, abandons the teaching of the liberation of the Solitary Buddhas, abandons the teaching of the omniscience, abandoning, obstructing, and eliminating it, this is the third root downfall. Any minister who harms those who have renounced for the sake of the Bhagavan, whether or not they possess discipline, stealing their robes and bedding, or causing them to dwell in a household, or imprisoning them, or confiscating their wealth with punishment, or causing them to lose their lives, this is the fourth root downfall. All the retinues gathered from the gods to those with physical disabilities, with hearts full of faith and reverence for the Three Jewels, and with a sense of wonder, prayed thus: 'From this day forward, we will all protect the teachings of the Bhagavan. Monks, nuns, laymen, laywomen, and even those who break the vows of the Bhagavan, or even those who shave their heads and beards for the sake of the Bhagavan, wear robes, but do not act according to the vows, even if they have not fully embraced them, we will protect and fully guard them with the perception of a teacher. We will provide all necessities. If the king inflicts any form of physical punishment on such a person wearing robes, we will not protect that king, nor will we guard him, and we will abandon all his territory.
