Because in the ultimate truth, all dharmas are understood to be empty like the sky, so in the city's market, if the goods traded are profitable, they are grasped and accumulated; if there is no profit, they are not grasped or accumulated. Because no such thing is seen to exist, therefore, the words of the city are not spoken, that is its meaning. He does not dwell on striving for the speech of the town. Why is that? It is because, like this, he dwells in the true limit, and does not truly see any dharma that increases or decreases. This shows that he is not distracted by the speech of the region. From "not dwelling on striving for the speech of self" to "not dwelling on striving for the speech of the seer," this shows that he is not distracted by the words of the heretics' speculations about self and sentient beings, etc., who believe in existence. On the other hand, with "striving for the speech of the Perfection of Wisdom," etc., it shows that entering into true speech and dwelling in virtuous intention, one should know that one is a non-returning Bodhisattva. This is what is to be expressed. "Practicing in the emptiness of all phenomena, desiring the Dharma, and not not desiring the Dharma" refers to the non-regressing Bodhisattva. Although in ultimate truth, he realizes all phenomena as emptiness, in conventional truth, he strives to seek the sacred Dharma. This is the meaning. "He practices in the realm of Dharma and does not praise the goodness of different Dharmas" refers to the non-regressing Bodhisattva who realizes that all phenomena are empty in nature, and that in the nature of the realm of Dharma, they are of one taste. Therefore, he does not delight in distinguishing names, characteristics, and so forth in phenomena. This is what is to be expressed. "He thinks of the Buddhas, the Bhagavat, and the Bodhisattva Mahasattvas as spiritual friends" refers to those who have entered the lesser vehicle, such as the Shravakas and Pratyekabuddhas, not seeking spiritual friends, but regarding the Buddhas and Bodhisattvas as spiritual friends. This is the meaning. "Whatever sons and daughters of good family who are adherents of the Hearer Vehicle and the Solitary Realizer Vehicle, they also encourage, establish, subdue, and thoroughly establish them in unsurpassed, perfect, and complete enlightenment" indicates that those who have entered the lesser vehicle are also introduced into the Great Vehicle by various means. This is what is to be expressed. Encouraging means initially making a suggestion. Establishing means listening and implanting it in the mind. Subduing means correcting faults that have arisen. With that power, they are born in the place where the Tathagata manifestly abides. If they possess such signs and marks that please the Tathagatas, then it should be known that they are non-returning bodhisattvas. Thus it is taught. Furthermore, Subhuti, when a non-returning bodhisattva mahasattva practices the Perfection of Wisdom, abiding in emptiness of the interior, etc., and abiding in the eighteen unshared qualities of the Buddha, they do not think, "I am non-returning," or "I am non-returning." Not generating doubt and having no hesitation in their own ground, etc., indicates that a non-returning bodhisattva has no doubt in their own ground. That is, when practicing and abiding in the eighteen emptinesses, the thirty-seven factors of enlightenment, the four noble truths, the four concentrations, the four immeasurables, the four formless absorptions, the eight liberations, the nine successive abidings, the three doors of liberation, the six superknowledges, the samadhis, the dharani gates, the ten powers of the Tathagata, the four fearlessnesses, the four analytical knowledges, great love, great compassion, and the eighteen unshared qualities of the Buddha, they obtain tolerance of the non-arising of all phenomena and are certain to abide in the non-returning ground, and it is taught that they do not generate doubt in their own ground. Why is that? Because they do not truly see even a particle of phenomena that is non-returning or not non-returning, therefore it is not
