This is to show the perfection of the place. That place was often harassed by demons, so the city was named Rajagriha (王舍城), and the demons could not enter. From then on, that place and city were known as Rajagriha. Another explanation is that the city is the most important of all cities, because it is like a king, so it is called Rajagriha. To show that this sutra is also the most important of all Buddhist scriptures, that best city is mentioned. The place and city called Rajagriha is very vast, and it is not known in which direction Rajagriha is located. To clearly show this, the Vulture Peak Mountain of Rajagriha is mentioned. The shape of that mountain is like vultures gathering, so it is called Vulture Peak Mountain. Mentioning the two places, Rajagriha and Vulture Peak Mountain, is to show that both householders and renunciants benefit. Mentioning Rajagriha is because when the Blessed One begged for alms in Rajagriha, those belonging to the householder side saw the body of the Tathagata, were not satisfied, and generated faith, offering alms and so on, benefiting them through the way of alms. Mentioning Vulture Peak Mountain is to show that those belonging to the renunciant side are benefited by the Dharma. Because renunciants do not live in noise, but live in quiet mountains, to benefit those people by explaining the excellent Dharma. Being together with a large Sangha of about five thousand monks, etc., shows the perfection of the retinue. There are two kinds of retinue: the retinue of monks and the retinue of Bodhisattvas. Among these two retinues, the retinue of monks is mentioned first because renunciants are the best of the places of offering, are the objects that worldly people should offer and respect, and are always by the side of the Blessed One, and are also the objects of all worldly people's behavior, so the retinue of monks is mentioned first. The retinue of Bodhisattvas

That is because they were not known as objects of offerings because they lived as householders, they went for the benefit of sentient beings, they were impermanent among the attendants, and they were not the realm of activity of all worldly people, so it was mentioned later. By mentioning the number "about five thousand monks," it shows that the retinue was large. And "all are Arhats, those whose outflows are exhausted," and so on, shows their greatness by showing that the retinue is full of qualities, because "all" means that all those noble Shravakas in the retinue are all Arhats, showing that in that retinue, there is not a single person who is still learning, such as those who have entered the stream, or an ordinary person. The word "Arhat" means that they have destroyed the enemies of afflictions. Another explanation is that "Arhan" (Tibetan: ཨ་རི་ཧན་, Sanskrit Devanagari: Arhan, Sanskrit Romanization: Arhan, Chinese literal meaning: Arhat) also points to the meaning of non-birth, meaning that they are all of the nature of not being reborn in samsara again. Another explanation is that "Arhan" (Tibetan: ཨ་རི་ཧན་, Sanskrit Devanagari: Arhan, Sanskrit Romanization: Arhan, Chinese literal meaning: Arhat) also points to being suitable or capable, because all of one's own benefits are completely fulfilled, so it is suitable and capable to show others, or suitable to be called the Sangha Jewel, or suitable to be offered with various offerings by the lords of humans and gods of the three realms. Another explanation is that "Arhan" (Tibetan: ཨ་རི་ཧན་, Sanskrit Devanagari: Arhan, Sanskrit Romanization: Arhan, Chinese literal meaning: Arhat) also points to offerings, because those noble Arhats constantly offer to the Thus-Gone One with offerings of practice, so they are also called Arhats. "Those whose outflows are exhausted" refers to the four types of "outflows," namely the outflow of desire, the outflow of existence, the outflow of ignorance, and the outflow of views, and they are also called "those whose outflows are exhausted" because they have abandoned and exhausted these "outflows." Among them, the outflow of desire refers to the afflictions belonging to the desire realm. The outflow of existence refers to the afflictions belonging to the form realm and the formless realm. The outflow of ignorance refers to the ignorance of all three realms. The outflow of views refers to the five views, namely the view of the aggregates, the view of extremes, the wrong view, the view of holding views as supreme, and the view of holding moral discipline and asceticism as supreme. These dharmas cause sentient beings to wander in samsara and fall into the lower realms.
