Subhuti, saying that "the Great Vehicle abides in an unobservable manner" means that all dharmas are without substance in ultimate truth, and although they do not abide anywhere, they are merely nominally established in conventional truth. Subhuti, for example, the realm of dharma is neither abiding nor non-abiding... up to "because the nature of the realm of cessation is emptiness." This is saying that the unconditioned dharmas mentioned by name, because their nature is emptiness, have neither abiding nor non-abiding. Similarly, the Great Vehicle also has neither the extreme of abiding nor the extreme of non-abiding. Subhuti, for example, form is emptiness, neither abiding nor non-abiding... up to "because feeling born from mental contact, feeling born from mental contact is emptiness." This is saying that the conditioned dharmas such as the five aggregates, because the nature of those dharmas is emptiness, have neither abiding nor non-abiding. Similarly, it is explained that the Great Vehicle also has neither abiding nor non-abiding. Subhuti, for example, the unborn is neither abiding nor non-abiding. From "Why is that? Subhuti, it is because the nature of non-manifestation is empty by the nature of non-manifestation" to "the unborn, unceasing, undefiled, unpurified, and non-manifestation of all phenomena, in ultimate reality, because the nature of these is empty, therefore there is no abiding and non-abiding," likewise, the Great Vehicle also has no abiding and non-abiding. Subhuti, therefore, that vehicle, in the manner of abiding without abiding, in the manner of immovability, will not abide anywhere. "In the manner of abiding without abiding" means that the Great Vehicle has no substance in ultimate reality, so it does not abide, but in conventional truth, it will not abide in all-knowingness. "In the manner of immovability" means that the Great Vehicle is empty of inherent existence in ultimate reality, therefore it does not abide anywhere, because it does not change from the nature of suchness, so it cannot be transformed and shaken by incompatible aspects. "Will not abide anywhere" means that the Great Vehicle is empty of inherent existence in ultimate reality, therefore the meaning of not abiding anywhere is taught in conclusion. Subhuti, what you said, "Who will that vehicle cause to appear?" means that that vehicle will not cause anyone to appear.

Regarding actions and so on: Subhuti asked the Blessed One, "Through the Great Vehicle, who will emerge?" "Through what will it emerge?" refers to the Dharma of practice for realizing the selflessness of phenomena and persons, and where one abides to emerge. "From where will it emerge?" refers to the three realms. "Because all these dharmas are non-existent and invisible," refers to the Great Vehicle, the Bodhisattva, the Dharma of practice, and the three realms, which are without substance and unattainable in ultimate reality. Therefore, in connection with "which dharma emerges through which dharma," the one that can emerge, the one that will emerge, and the dharmas from which it emerges, are non-existent and invisible in ultimate reality.
