For example, phenomena such as tangled hair, and the sky appearing blue due to the light of the precious Vaidurya on the surface of Mount Meru, and due to the special characteristics of the region and its proximity to the clouds, just as the city of the Gandharvas does not actually exist, so too, all phenomena arise from causes and conditions, and are not truly existent in the ultimate sense. This is what is to be explained. If all phenomena have no substance, how can they appear like cause and effect? If one thinks this way, the example of an image is given: just as because of the face, an image similar to the face appears in the mirror, but the face itself is not truly existent, so too, all phenomena arise like cause and effect, but are not truly existent in the ultimate sense. This is what is to be explained. If all phenomena have no substance, then how can actions such as going and coming exist? If one thinks this way, the example of an emanation is given: for example, emanations appear to perform various bodily actions such as going and shining, and verbal actions, but these are not truly existent. Similarly, all phenomena appear to perform various actions in the relative sense, but are not truly existent in the ultimate sense. This is what is to be explained. "The mind is completely without shrinking" refers to the fact that the minds of those Bodhisattvas possess the qualities of being extremely pure. Because some Bodhisattvas who are on the lower grounds have not completely perfected their accumulations, and still have conceptual thoughts, their minds may shrink in the presence of the Tathagatas and Bodhisattvas who are on the lower grounds but are superior in qualities. But the Bodhisattvas who are on the tenth ground have completely perfected their accumulations, and have attained the spontaneously accomplished ground of non-conceptualization, and have obtained the powers, so they have no shrinking of mind in any way. This is what is to be explained. "Skilled in understanding the movement of the minds of all sentient beings, subtle consciousness, behavior, and inclinations" refers to the fact that through the cause of perfecting the Prajnaparamita, one has obtained the Samadhi called "Following the Behavior of the Minds of All Sentient Beings" and the Samadhi called "Entering the Dharmadhatu," thereby being able to understand the movement of the minds of all sentient beings.
