There, all epidemic diseases will be pacified. Give offerings to the non-humans dwelling in that place, and make extensive offerings to the image of the noble Avalokiteśvara, Lord of Freedom, with a thousand hands. Recite the mantra twenty-one times and circumambulate three times with various musical instruments, and all epidemic diseases will be pacified. Recite the mantra twenty-one times over five-colored threads and wear them around the neck. If enemies from various regions constantly come and harm the sentient beings dwelling in the land, and diseases occur in that land, and rain does not fall in season, and the sun and moon do not move correctly, and so many bad omens occur, then the king should make an image of Avalokiteśvara, Lord of Freedom, with a thousand hands, and place it facing the direction where the epidemic disease has occurred.
