Although he rejoices in others doing it, since the Tathagata himself is free from characteristics, he did not cause others to do it or rejoice in it. Why? If the nature of mantras were made by the Tathagata, then since the Tathagata performs the benefit of all sentient beings, everything that is undertaken to accomplish would necessarily be accomplished. However, since not everything that is accomplished is accomplished, it is not done by the Tathagata. Therefore, if the meaning of the power of mantras and the power are always interconnected, then merely uttering the words would change that meaning. For example, if the word "fire" is uttered, the nature of fire is to burn, but uttering the word does not burn the mouth. Therefore, the power of mantras is neither made by the Tathagata, nor caused to be made by others, nor rejoiced in when others do it. Why is that? Because the dharma-nature of all phenomena is such. For example, whether a Tathagata appears or does not appear, the dharma-nature of all phenomena is such that it pervades.
