That which is the samadhi blessed by it is also called "Invincible Vajra." Having entered that samadhi, the Karma Vajra is given into the hand of that Bodhisattva. The remaining parts show the necessity of the vows of action. Offering to all Tathagatas is to take the many mind offerings mentioned in the Sutras, that is, the vast offerings of Buddhas and Bodhisattvas. Entering into such offerings, first generating supreme faith, and for the sake of the activities of those to be tamed, all other activities of Buddhas and Bodhisattvas are also gathered together. What is the extent of that action? "Invincible, immeasurable." Thus it is said. If it is certain that the mind gathers all the accumulations of merit and has meaning, then it is certainly invincible. Because the rituals of all actions are vast, it is the vast ritual of all actions. The word "ritual" is an adjective, that is, all vast action rituals. Its vow is the sign gathered by it. Having blessed that offering with that sign, the result will become invincible, therefore, that Karma Vajra is called a vow. In all world realms, all the actions of all sentient beings are its subdivisions. Its accomplishment is the attainment of the meaning of what was thought. The experience of all happiness and mental happiness by it is direct experience. The word "in between" gathers the world and other fruits of the world. The vajra activity of all Tathagatas is the unique activity, it is its wisdom. That is the Abhisamaya. The supreme siddhi is also that, for the sake of those fruits. In all categories of actions, the wheel-holder is suitable to turn.

After I consecrated, I placed the karma vajra in his hand and turned it. For the one who turns the wheel of all activities, the vajra empowerment is the vajra garland empowerment. After empowering him with it, I placed the karma vajra in his hand. "His" refers to the karma vajra of all Tathagatas. "That" refers to what is held in the hand. After the mudra empowerment, there follows the name empowerment. Because it is the tip of all vajra mudras, it is the all-vajra. The all-vajra is the four-faced vajra. Therefore, the name that closely represents it is also the all-vajra, the all-vajra. Thus, empowerment is given by means of the vajra name empowerment. Moreover, in the vajra family, empowerment is given with a name designated by vajra. Therefore, it is the vajra name empowerment. Since it is both vajra and four-faced, it is the all-vajra. Because it is designated by it, it is said to be the all-vajra. Placing the vajra in one's own heart means this: the heart is the place for this union. For the activities of all Tathagatas, all Tathagatas must unite. Thus, unite. All Tathagatas here refer to the bodhisattvas of the mandala and the mantra practitioners blessed by them. All Tathagatas must unite in all activities. Furthermore, the special characteristic of the mudra residing in the heart is that you should perform all activities with this. Why should it be done in this way? Because this is all the Buddhas, all activities can be done well. This is what was said, meaning to do all activities. Supreme means sacred. "I, that is mine" indicates that the mudra and the two are not different. The self arising from it can perform all activities and arises from the all-vajra. Therefore, I am the one who performs all activities, and all reside in the all-self, the all-vajra resides in it, that is the meaning.
