I am the great deception, the one who deceives. Malice is what shows fear. Sins and so on refer to killing and so on. Pra-mo-sha-ya dur-drishta-paryapanam means to completely liberate those who have entered into wrong views, those who have entered into wrong views are those who have entered into evil views. Liberation means to place them in right view. Bi-shodhana-ya bi-nashaya means to completely purify, to completely extinguish. Those who are clearly inclined towards sin, who cannot be restrained by other means, and whose lives have been exhausted, should be completely purified and completely extinguished. After the Blessed One spoke these words, the mandala shown by the Blessed One Vajrapani is called the Great Vajra Samaya of all Tathagatas. Because it is all Tathagatas and also the Great Vajra, it is the Great Vajra of all Tathagatas. Their samaya is Vajra Hum. Arising means born from that. What is that? It is said that this great mandala called the Victory over the Three Realms is being explained. Then, it refers to after that. If there is no Victory over the Three Realms, then the taming of the fierce ones will not occur, therefore it is said that it should be explained in detail, because it is correctly distinguished and explained in detail, therefore it is said that it should be explained in detail. What is that? Therefore, the great mandala is spoken of. How is it? It is excellent. What is it like? Like the Vajra Realm. It means it is the same as the Vajra Realm. Because it accomplishes all accomplishments, it accomplishes all accomplishments. If other mandalas also accomplish all accomplishments, therefore it is said to be excellent, excellent is excellent. The name Victory over the Three Realms means that this is Victory over the Three Realms, it is showing a name that matches the meaning. Samaya is the accomplishment of taming all the fierce ones, that arises from entering here, therefore it is called samaya.

Extremely adorned means adorned with extreme beauty. The so-called "all the sides of the mandala" refers to all four corners of the mandala.
