The meaning of this verse is: the thought of benefiting sentient beings is the mind, the self is its courage, and the voice is its request. Greatness means that the Buddhas are pleased by these three. Then "teacher" etc. is the answer. The teacher is the one who abides at the ultimate end of great practice and abides in its yoga. Bodhi means that oneself is the nature of Vajradhara. The lord of all glorious Buddhas, Vajradhara, means being surrounded by the Buddhas and the ten vidyādharīs and the four wrathful ones. Moreover, all things to be accomplished, etc., are all illusory appearances, like illusory elephants, etc. Oneself arises without being deluded and gathers. Therefore, that will not become a sin, because sin will not arise, because one does not observe being associated with sin, because one merely places the mind equally on the wonderful conduct of the Vajra Holder. Merit is also the same. It means that merit will arise from it, but that is not how it exists in it, because there is no object of reference associated with merit. In this way, for whom is there no sin? Because sins have not truly arisen, and because merit has been accumulated, and because both are without object of reference. For whom is there no merit? Because merit, being associated with merit, and the result of merit are all without object of reference. Just as a magician truly conjures up magical elephants and so on to deceive the ignorant, so too, that Protector, that is, the practitioner, subdues evil beings with compassion, which is ignorance, deceiving all sentient beings. In this way, through this method, with the cause of liberating those evil beings from the uninterrupted hells and so on, they will not fall into the lower realms, and it will also be easy to attain Bodhi, because they are blessed by the wisdom of the Buddha. When they are about to fall into the hells due to the influence of past karma, even if they fall into the hells, their great fruition will be that they are blessed by the wisdom of the Buddha, just like this, after they are liberated from that hell, it will not be long before they will definitely attain Buddhahood. By the cause of acting in this way, this characteristic called evil action is the greatest benefit to sentient beings. Therefore, Bodhi Vajra, that is, yogis, should know that this is what should be practiced, and should know that this is the action of a teacher who abides in yoga. In the words "subduing" and so on, one who acts in this way, just as he benefits sentient beings, should also perform peaceful and other actions, and should also perform the fierce action of subduing, because this is also the greatest benefit. So, how is it called subduing? Because to the ignorant, it seems like subduing, like a great medicine of cold and heat. The so-called "Mahasattva" is a great thought, that is, the meaning of Vajra heart. So, can a beginner also do this? In order to show that this is not the case, it says "great practice" and so on, that is, starting from the six-limbed approach and so on, until realizing the ultimate of great practice, and then starting fierce actions, at that time, the practice combined with wisdom is the greatest benefit. 如果有人问,仅仅凭借这些(仪轨)等,难道不能成就事业吗?答:成就确实会成就,但不是必然的,也不是彻底的。当它能极大地利益时,才应该做,应该这样理解。一切金刚持就是一切佛。从大悲中产生的行事方式就是大悲的方式,如所说的那样,是猛厉的事业。是使之明晰的法,即听闻此法。对欢喜和极度欢喜感到真正满足,是因为通过小、中、大的次第获得欢喜的缘故。被称为大怙主,是因为以一切方便为他人究竟利益的缘故。被称为大能仁,是因为大能仁们,恒时具有极其清净的身、语、意之事业的缘故。被称为诸法大,是因为示现一切无有罪过的法之缘故。第三者,即是彼等本身,是大悲。被称为普贤,是指以勇气、尘垢和黑暗,一心专注于他人利益的菩提心。无论造作何种恶劣难忍之事,也能使所要成就之事和成就者圆满成佛。一切如来所作的灌顶,是以三种方式灌顶。因此,以在三秘密坛城中灌顶的咒语,不应对猛厉事业等感到恐惧等。菩提金刚是普贤的发心。仅仅从外相上看是嗔恨,但因为与菩提心的因相同,所以是金刚,因此是嗔恨金刚。以“等”字表示,贪欲金刚等一切都是大供养,是这个意思。对于所要成就之事极大地利益,因此是使一切佛完全欢喜之意。因此,在这些之中也不应舍弃。如此,咒语的相续是多种咒语的集合,为了了知和救护,所以是咒语,是方便和智慧的

If someone asks, "Can't deeds be accomplished by just these (rituals), etc.?" The answer is: "Accomplishment will indeed occur, but it is not certain, nor is it thorough. It is when it greatly benefits that it should be done," it should be understood in this way. All Vajra-holders are all Buddhas. The way of acting that arises from great compassion is the way of great compassion, as it is said, it is fierce activity. It is the Dharma that makes it clear, that is, by hearing it. To be truly content with joy and great joy is because joy is attained through the stages of small, medium, and large. Being called the Great Protector is because it is for the ultimate benefit of others by all means. Being called the Great Sage is because the Great Sages always possess the activity of body, speech, and mind that are utterly pure. Being called the Great Dharmas is because they demonstrate all the Dharmas that are without fault. The third, that is, they themselves, is great compassion. Being called Samantabhadra refers to the mind of enlightenment that is solely focused on the benefit of others with courage, defilements, and darkness. Whatever terrible and unbearable deeds are done, they also perfect what is to be accomplished and those who accomplish it into Buddhahood. The empowerment performed by all the Tathagatas is empowerment in three ways. Therefore, with the mantra of empowerment in the mandala of the three secrets, one should not be afraid of fierce activities, etc. Bodhi-vajra is the aspiration of Samantabhadra. Merely in appearance it is hatred, but because it has the same cause as the mind of enlightenment, it is vajra, therefore it is hatred-vajra. The word "etc." indicates that all such things as desire-vajra are great offerings, this is the meaning. It greatly benefits what is to be accomplished, therefore it is the meaning of making all the Buddhas completely pleased. Therefore, one should not abandon any of these. Thus, the continuum of mantra is a collection of various mantras, it is mantra because it knows and protects, it is skillful means and wisdom.
